About the Agency

The vacancy is a Senior Executive Service position as Assistant Regional Administrator for Technical and Management Services, Region 8, located in Denver, CO.

As the Assistant Regional Administrator for Technical and Management Services (ARA for TMS), advises the Regional Administrator, Deputy Regional Administrator and senior management on regional and national policies involving planning, program management and resource management. The ARA manages the Office of Technical and Management Services (TMS) and provides leadership to the managers responsible for providing management, technical and operational services for Region 8 (including field offices). TMS is responsible for program planning, evaluation and execution, information management and technology, EEO overview and assistance, management and organization of human resources, space and facilities management, health and safety, environmental management systems and resources management including strategic planning, budget, financial management, and management control and integrity; contracts, procurement, grants, cooperative agreements, state revolving funds, loans, interagency agreements. TMS also provides a internal and external quality assurance program across the Region and laboratory services and support for all EPA programs.

Region 8 works to protect public health and the environment in the following states: Colorado, Utah, Montana, North Dakota, South Dakota, and Wyoming; and twenty-seven federally recognized Indian tribal nations.

1. Financial Resources Management: Serves as the Senior Resource Official (SRO) in the Region and is responsible for resource management in the acquisition, assistance, and financial management programs in the office in addition to oversight of resource management activities throughout the Region. Ensures the Region adheres to all Federal and EPA guidelines. Manages the region’s budget execution activities and ensures funds control and utilization, adheres to all appropriations law requirements.
2. Acquisition and Assistance Agreement Management: Serves as the focal point for the Region on contract and assistance agreement management matters.Implements acquisition and grant policy and guidance, and ensures compliance with appropriate laws, regulations and statutes. Ensures appropriate internal controls, tracking systems, and management systems are in place to preserve the integrity of regional acquisition systems and operations.
3. Program Planning: Accomplishes or directs the planning activities involved in the review, development and execution of new or modified plans and programs for the Region. Reviews and integrates office plans and programs into the overall regional program and recommends alternatives based on economic cost benefits, operations research, and technological analyses.
4. Information Technology and Information Management (IT/IM): Serves as the Senior Information Official in the Region and is responsible for resource management, policy development and implementation of IT/IM systems and services to support programmatic needs.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. You will be evaluated on the following Executive Core Qualifications. ES-0340 series: You must have substantive general experience which provides knowledge of the principles of organization, management, and administration; and substantive (operating, administrative, or managerial) experience in a type of work, or a combination of functions directly related to this position.

Current or former career Senior Executive Service (SES) employees are not required to address the Executive Core Qualifications (ECQs). Unless you are currently serving under a career Senior Executive Service SES appointment, you are eligible for reinstatement into the SES, or have successfully completed a SES Career Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications and Technical Qualifications questions in order to receive consideration for the position. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

Your narrative responses to the Executive Core Qualification statements (ECQs) should not exceed two pages per each ECQ and not more than 10 pages total. 

Your narrative responses to the Mandatory Technical and/or Desirable factors should not exceed two pages per each factor.

HOW YOU WILL BE EVALUATED:

A. Executive Core Qualifications (ECQs)- Mandatory -- Note: Failure to address these factors will result in your application being disqualified. 
ECQ 1 - LEADING CHANGE Involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 
ECQ 3 - RESULTS DRIVEN. Involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 
ECQ 4 - BUSINESS ACUMEN. Involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS.  Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
B. Technical Qualifications (TQs) -- Mandatory -- Note: Failure to address these factors will result in your application being disqualified.   
TQ1. Demonstrated experience with federal government requirements, policies and current issues related to one or more of the following:  policy formulation, financial management, strategic planning, oversight of information technology, human resource management, quality assurance, equal employment opportunity, and space/facility management including health and safety.
TQ2. Demonstrated experience managing a culturally diverse workforce, including fostering teamwork, attracting and developing employees, and implementing EEO/human capital practices.
TQ3. Demonstrated experience conveying and presenting complex, detailed information of a policy or technical nature to senior management, colleagues, policy officials, and external organizations orally and in writing.                                            
C. Desirable Qualifications (DQs) - Optional (Note: Addressing the Desirable Qualifications is optional; however, not addressing them will impact your rating.) 
DQ1. Demonstrated experience with federal government budget and appropriation processes.                                                
DQ2. Demonstrated experience managing federal government financial resources; including contracts, procurement, grants, cooperative agreements, and interagency agreements.

ETHICS: The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.
PROBATIONARY PERIOD: Must complete 1-year SES probation period, if not previously completed.
