NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position serves as a first level supervisor over a group of Intelligence Operations Specialists.

The work supervised involves intelligence work in one or more of the intelligence specialties that includes imagery intelligence, electronic intelligence and signals intelligence.  The highest level of work supervised is at the GS-11 level.  The position is also responsible for performing non-supervisory intelligence operations work while participating as a Intelligence Surveillance Reconnaissance (ISR) unit crewmember.

In order to meet the minimum qualifications for this  SUPERVISORY INTELLIGENCE OPERATIONS SPECIALIST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education, or training which demonstrates administrative, professional, investigative, or technical work requiring the ability to deal effectively with others, to collect, evaluate and organize pertinent facts.  Experience preparing clear and concise written reports.

 

SPECIALIZED EXPERIENCE:

GS-11/12:  Must have at least 36 months experience, education or training developing and recommending policy, organizing and carrying out specific programs, evaluating and recommending changes in methods of intelligence operations.  Experience in administrative, investigative, or technical work which required the applicant to deal effectively with others.  Experience collecting, evaluating and organizing pertinent facts and to analyze and prepare clear and concise reports.  Experience in managing the function of the work to be performed.  Experience which includes leading, directing and assigning work of personnel.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Knowledge and ability to serve as serve in IMINT operations and production affecting targeting, battle damage assessment, combat identification, combat search and rescue, multi-INT correlation, threat analysis, mapping, intelligence preparation of the battle space, situation monitoring and mission reporting.

2.  Knowledge and ability to evaluate and interpret IMINT information received from all sources.  Assesses present or future value and need of information and forwards to National Agencies, Joint Commands, Air Force MAJCOMs and AOCs.

3.  Knowledge and ability to interpret, exploit, and plot information derived from imagery, establishing specific data such as distance, cubic capacity of buildings, tanks and storage facilities, line of communications, transportation systems, number, type and specific location of facilities and marshaling areas, troop movements and contour of terrain and man-made features.

4.  Knowledge to prepare post-mission reports from IMINT analysis of patterns, trends and characteristics for general intelligence and operational community consumption.  Prepare and evaluate finished reports relative to IMINT activities, brief analysis findings and estimates to superiors and mission planners.

5.  Ability to work with other members to ensure the IMINT section maintains a capability to provide timely and accurate operational intelligence support and fully trained intelligence personnel during peacetime and contingency operations.

6.  Knowledge and ability to coordinate training requirements with Gaining Command.  Plan and develop objectives and work schedules for training assigned intelligence personnel during Unit Training Assemblies (UTA), Annual Training (AT), and unit deployments. Identify training requirements and conduct or organize training courses for intelligence personnel on IMINT related subjects. Serve as the subject matter expert (SME), trainer and task certifier.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
