AREAS OF CONSIDERATION :  As allowed by OPM guidelines, the Massachusetts Air National Guard follows a three tier advertisement process.  The three tier process will be as follows:

Tier I: All current MA ANG tenure 1 and 2 technicians and MA ANG permanent AGRs

Tier II: All current MA ANG members, to include tenure 3 and tenure 0 technicians, traditional guardsmen, and temporary AGRs

Tier III: All individuals eligible for immediate enlistment into the MA ANG

**If selected from Tier I, position will be permanent.  If selected from Tier II and III, position will be indefinite with the possibility of conversion to permanent with 102 IW Commander review**

This position is located at the Headquarters, Cyberspace Engineering and Installations Group (CEIG) of the Air National Guard. This position provides leadership and management to the 102nd IW, and multiple Engineering Installations Squadrons.  Group commanders will be responsible for squadrons whose missions include Engineering Installation (EI).  One squadron is collocated with the Group and the other squadrons are geographically separated and may be a combination on in-state and out of state units. The mission of the Group and Squadrons is to provide peacetime manpower, equipment, facilities, and training in order to prepare units for assigned wartime missions and homeland security/natural disaster response support mission. The Headquarters wartime tasking is battle management; deploying to support an Air Force Forces (AFFOR) Commander or Air Operations Center (AOC). An Engineering Installation Squadron establishes, extends and supports base cyberspace enterprise infrastructure by providing, establishing, reconstituting, expanding, and/or replacing communications and information (C&I) systems. EI provides the capability to transition from a temporary infrastructure created by Combat Communications forces to a permanent or enduring infrastructure and provide engineering expertise not resident in expeditionary communications units. EI units have the expertise to design, engineer, and install the full range of C&I equipment and components typically found at a fixed site as well as other specialty systems unique to expeditionary and strategic communications forces. This position plans, organizes, directs, and controls organizational military personnel, both full time and part time, and full time civilian personnel under differing federal and state personnel systems to include General Schedule, Federal Wage System, Federal Military, State Military, and State Civil Service. Incumbent must possess a sound knowledge and understanding of the assigned diverse mission roles and requirements which may consist of Combat Communications and Engineering Installation mission areas.
