The Office of Management and Budget’s Office of E-Government & Information Technology is looking for a driven and energetic Performance Analyst to perform duties specifically related to the Integrated, Efficient, and Effective Uses of Information Technology (IEEUIT) fund. The Performance Analyst will conduct detailed analyses of Federal information technology (IT) and management data.  The results of these analyses will be used to improve executive-level decision making and reduce inefficiencies within the context of Federal IT.  The Performance Analyst would be part of a larger team whose mission is to promote the efficiency and effectiveness of Federal IT by eliminating duplication and creating opportunities for reinvestment in innovative solutions.  

Any candidate applying for this position must have demonstrated qualitative and quantitative analytical skills; exhibit great attention to detail; possess the ability to manage internal and external relationships with federal government officials, Congress, and senior agency officials; and have the ability to comprehend large sums of unfamiliar subject matter within aggressive deadlines.  The ideal candidate is someone who is eager and possesses a very strong work ethic.  In this position, you will be expected to excel in a fast-paced environment, and prove daily your high value to the team.

As a Junior Performance Analyst the incumbent will both independently and collaboratively:

  • Conduct both qualitative and quantitative analyses of Federal IT and management data for the purposes of improving the efficiency and effectiveness of Federal IT programs.
  • Initiate qualitative evaluations of government programs and produces timely written products on the subject areas.  
  • Based on results of analyses, concisely present facts, conclusions and recommendations in a clear written format.
  • Assess program effectiveness and areas for improvement within complex Federal programs and management processes.
  • Initiates qualitative evaluations of government programs and produces timely written products on the subject areas.  
  • Determine reasonableness of agency IT budgetary requests based upon a combination of qualitative and quantitative analysis.
  • Create reports that summarize program evaluation data to support IT program reviews, budgetary, and other Federal government decisions.
  • Develop written and oral presentations summarizing results of analyses to various audiences.

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position.   The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

TIME IN GRADE REQUIREMENT: Applicant must have completed a minimum of 52 weeks in positions no lower than the next lower grade or comparable pay band in the Federal service.

SPECIALIZED EXPERIENCE:  Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.   Examples of specialized experience are:

For the GS-09:  One year of specialized experience at the GS-07 conducting both quantitative and quantitative analyses of IT and management data;  drafting succinct written products to demonstrate analyses and recommendations;  and assessing program effectiveness.

For the GS-11:   One year of specialized experience at the GS-09 conducting both quantitative and quantitative analyses of IT and management data;  drafting succinct written products to demonstrate analyses and recommendations;  assessing program effectiveness; and creating reports that summarize program evaluation data to support IT program reviews, budgetary, and other Federal government decisions.


EDUCATION SUBSTITUTE:   Education must demonstrate the applicant obtained the knowledge, skills, and abilities necessary to do the work of this position.   This education must have been obtained in an accredited college or university.   One year of full-time graduate education is considered 18 semester hours.

For the GS-09:   Master's or equivalent graduate degree; OR 2 years of progressively higher level graduate education; OR a Juris Doctor (J.D.) or Bachelor of Laws (LL.B), which has provided me with the knowledge, skills, and abilities necessary to perform the work of a Performance Analyst.

For the GS-11:   Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher level graduate education; OR a Master's of Laws (LL.M.), which has provided me with the knowledge, skills, and abilities necessary to perform the work of a Performance Analyst.

  • Ability to communicate clearly and succinctly in written and oral presentations, including developing and using effective reports, tables, graphs and charts, under tight deadlines.
