This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Bethesda, MD.

Establish and maintain an accurate and complete budget tracking system for the use of funds and status of various accounts. 

Provide advice on program objectives of Division’s current and projected program activities. 

Prepare special reports, presentations and summaries for the Director and other Division staff.   

Assist in program planning and evaluation.

Provide advice and assistance to all internal and external customers. 

Prepare special reports, presentations and summaries for the Director and other Division staff.   

Complete Joint Travel Regulations and Federal Travel Regulations to ensure that proper criteria are used when applying and computing these vouchers.

Assist in the automation of Division functions, acquire and manipulate data information.

Maintain automated records and prepares recurring and special budget reports as requested.

Research laboratories’ mission and functions.

Provide responses to inquiries addressing issues of program management such as policy on bacterial products and issues that require Division, Office or Center Director’s personal attention.

Assist in Program Management in Division matters including personnel, procurement and travel. 

Makes recommendation to Director and Deputy in achieving increased effectiveness and efficiency in economy of operations and executes implementation of recommendations.

Assist in Program Management in Division matters including personnel, procurement and travel. 

Establish and maintain automated data base for budget status and reporting purposes.

Write operating procedures documenting office policies and methods.

Gather factual information related to program issues and provide time-saving literature services to the professional staff.

Gather data for utilization in the formulation of the Division’s budget.

Research specific information on agency functions and activities required by the Division Director and Deputy for reports and presentations.

 SPECIALIZED EXPERIENCE REQUIREMENTS: All applicants must have at least one year of specialized experience, equivalent to the GS-07 level in the Federal service applying methods and procedures to provide advice and assistance in program planning and evaluation and assistance to internal and external customers or do you possess a master's or equivalent graudate degree or 2 full years of progressively higher level graudate education leading to such a degree or LL.B or J.D., if related.

Basis of Rating:

Category rating procedures will be used to rate and rank candidates.  The category assignment is a measure of the degree in which your background matches the competencies required for this position.  Qualified candidates will be assigned to one of the following quality categories:  Best Qualified, Well Qualified or Qualified.

 

Best Qualified – Applicants who have experience that is almost identical to those required by the position, including any quality ranking factors identified.

Well Qualified – Applicants who have experience that is very similar to those required by the position.

Qualified – Applicants who meet minimum qualification requirements, but do not identify any additional qualifying experience or skill.
