ARMY TECHNICIAN VACANCY ANNOUNCEMENT


AREA OF CONSIDERATION:

Area 1 = Permanent technicians Officers and Warrant Officers currently employed in the Puerto Rico Army National Guard.
 
Area 2 = Officers and Warrant Officers of the Puerto Rico Army National Guard and personnel that meet all requirements to become an Officer or Warrant Officer in the Puerto Rico Army National Guard.  (This position requires Army National Guard membership).

Note: Applicant not currently commissioned must submit evidence of eligibility for Federal Recognition in the Puerto Rico Army National Guard. For more information and certification, contact the Recruiting and Retention Office at (787) 367-7954.

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates). 

Selectee must obtain and maintain the necessary Information Assurance certifications applicable to this position and required certification levels to maintain and manage assigned wireless and satellite equipment within 24 months of the effective date of the personnel action. Failure to comply with the established timeframe will be basis for removal from employment in accordance with TPR 715.
 
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

The purpose of this position is to provide automated logistics Standard Army Management Information System (STAMIS) support to all state activities and organizations and perform a wide range of specialized methods and techniques for planning, analyzing, and identifying problems; and developing and implementing resolutions in the organization, administrative and systemic programs.

GENERAL EXPERIENCE:

 

Experience, training and/or education which demonstrates judgment, analytical ability,  and skill in dealing with others in person-to-person work relationships.

 

SPECIALIZED EXPERIENCE:

 

Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as working experience on logistics programs/operations and automated systems; identifying funding requirements; justifying and submitting budget requirements; executing funds; researching, interpreting, analyzing and applying information technology guidelines, policies and objectives; establishing policies and procedures; planning and scheduling work; setting and adjusting short-term priorities; assigning work to subordinates; assessing and revising policies and procedures; working experience troubleshooting, diagnosing and resolution of technical problems identified in trouble tickets; initial setup of specified STAMIS computers; loading software, configuring modem and network cards(s); assigning Internet Protocol (IP) addresses; completing technical inspections; administering database operations and maintenance.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

 

Successful completion of undergraduate study in an accredited college or university may be substituted at the rate of 30 semester hours for 12 months of specialized experience. The education must have been in fields directly related to the type of work of the position (i.e. business administration, logistics management, traffic management, etc.). Copy of student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Proper protective equipment must be used to comply with safety standards.

- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.

- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 01A, 88A, 90A, 91A, 92A; or WMOS 011A, 882A, 890A, 913A, 914A, 915A/E, 920A/B, 922A or 923A.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
