The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress.

The Congressional Budget Office (CBO) is a small nonpartisan agency that provides economic and budgetary analysis to the Congress. The Budget Analysis Division seeks an analyst who will focus primarily on health programs operating through private markets for health insurance. Examples of those programs include coverage provided through health insurance exchanges established under the Affordable Care Act and the Federal Employees Health Benefits program.

CBO's health analysts work closely with key Congressional staff on the development of federal health care policy. They prepare multiyear spending projections for federal health programs, analyze the Administration¿s budget proposals, and prepare cost estimates for legislation being considered by the U.S. Senate and House of Representatives. Legislation may encompass a wide range of initiatives affecting the financing or delivery of health care services, including proposals to modify benefits in federal programs operating through private markets for health insurance, or to change the terms of federal regulation of health insurance coverage or of federal assistance to pay for such coverage.

The Congress relies on such analyses to prepare its annual budget plan, evaluate the President's budget proposals, and measure the potential budgetary impact of policy proposals. Individual CBO analysts have wide-ranging responsibilities and often play a significant role in the legislative and budget process.

Applicants should have a graduate degree in public policy, public administration, public health, economics, or a related field. This position requires an individual with strong skills in quantitative methods, an interest in health policy, and:
- Ability to develop and maintain microsimulation and spreadsheet models for analysis of health policies;
- Ability to clearly explain and defend analytic results orally and in writing to colleagues, Congressional staff, Members of Congress, and the public;
- Ability to work on multiple projects simultaneously, frequently under tight deadlines; and
- Desire to make a direct contribution to the development of health policy in a nonpartisan setting.

TECHNICAL QUALIFICATIONS:

Recent experience in policy analysis is required, and a familiarity with SAS data analysis software in that context is highly desirable. Knowledge of health care financing issues, familiarity with private insurance markets and federal health programs, as well as experience using SAS to work with survey data or other large data sets to analyze health policy are strongly preferred.


EDUCATION:

Applicants should have a graduate degree in public policy, public administration, public health, economics, or a related field.
