The Office of Acquisition and Assistance (M/OAA) is located in the Management Bureau of US Agency for International Development (USAID). It consists of the Director’s Office in addition to eight divisions: Evaluation, Policy, Contract Audit and Support, Transportation, Global Health, Democracy, Conflict and Humanitarian Assistance, GDA, Regional Bureaus and Others, and Economic Growth and Trade. Given its highly visible role in the Agency, M/OAA is constantly responding to Congressional and Public inquiries and providing a wealth of information to other offices within USAID and other stakeholders external to USAID.

As the Communications Specialist serving under the Director of M/OAA and specifically supporting the Director’s efforts to provide timely, thoroughly researched and analyzed written and oral communications to M/OAA stakeholders and external stakeholders. You will develop and implement a communications strategy for M/OAA. As the primary M/OAA liaison with Legislative and Public Affairs, you will collect, manage and distribute information associated with USAID’s acquisition and assistance functions and will educate and promote better understanding of USAID programs.

As the Communications Specialist,you will;

  • Manage and disseminate information regarding OAA issues to external audiences, including the Hill, OMB, IG and A&A professionals as appropriate. 
  • Serve as primary OAA liaison with LPA on press/media and congressional issues.
  • Direct and manage significant elements or phases of projects related to major organizational functions, programs, or operations.
  • Manage, plan, guide, coordinate, and monitor the work of subordinate, secondary, and/or matrixe resources
  • Review productivity in all project areas and phases, monitors problem areas, and oversees implementation of solutions to project issues
  • Develop and prepare correspondence, technical reports, estimates, fact sheets, status reports, and schedules to complete project assignments
  • Research and write reports or other working documents for complex or unusual program issues providing expert guidance or analysis.
  • Serve as bureau's FOIA and Public Affairs (PA) program manager, with responsibility for developing and monitoring FOIA/PA guidelines for the bureau's application and implementation, and
  • Develop and oversee implementation of policies and programs required by law for public access to bureau's information under the FOIA, and to personal records under the Privacy Act.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at this level includes: Mastery of the laws, policies, and regulations of an administrative field sufficient to apply new theories and developments to problems. Methods for the assessment and improvement of complex programs, processes and systems; skill to plan, organize, and implement programs, plans, and proposals involving substantial agency resources, or that require extensive changes in established procedures; communication principles, methods, practices, and techniques; analytical methods; and interpersonal relations practices to develop policies, present and/or explain significant issues to generally responsive groups or individuals.

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.  This requirement does not apply when applying under the Veterans Employment Opportunity Act (VEOA) competitive appointing authority.  This allows veterans that meet the criteria below to apply to announcements open to Federal employees only.  To be eligible for a VEOA appointment, your latest discharge must be issued under honorable conditions (this means an honorable or general discharge), AND you must be either:

  • Proven experience in managing and disseminating information regarding Agency's issues to external audiences, including the Hill, Office of Management and Budget and the Inspector General. Served as an Advisor on out-reach related activities.
  • Served as a primy liaison with Legislative and Public Affairs regarding press/media and congressional issues.
  • Proven experience in coordinating and integrating the strategic planning, programming, development, oversight, scheduling, and overall management of resources to achieve an effective communications strategy.
