About the Agency

This position is located in the Office of Bridges and Structures of the Office of Infrastructure. You will serve as a Senior Tunnel Engineer within the Structural Engineering Team, and fill a highly specialized position concerned primarily with design, analysis, construction, operation, maintenance and inspection of new and existing highway tunnels.  You will provide technical support and technology advancement regarding project plans and specifications, with a focus on the design and operation of the functional systems (ventilation, fire suppression, lighting, monitoring, etc.) of a highway tunnel.  You will develop or update policy, guidelines, manuals and training as needed for the design, construction, operation, maintenance and inspection of highway tunnels.
The ideal candidate for this position will be a civil or mechanical engineer with a degree and professional engineering license, and knowledge and experience in the design, construction, inspection, operation and maintenance of mechanical, electrical and related systems in highway tunnels.
PLEASE NOTE:  This is an interdisciplinary position, which means that the duties and responsibilities of the position relate to both the Civil Engineer(0810) and Mechanical Engineer (0830) fields. Because of the interdisciplinary nature of this position, a person with the education and experience in either the 0810 or the 0830 field may be considered equally well qualified to do the work.

The Civil/Mechanical Engineer:

  • Serves as an advisor to the Director and Principal Engineers, as appropriate, in the Office of Bridges and Structures, and a technical consultant to engineers of the FHWA's Headquarters, Resource Center and Field Offices in matters pertaining to design, analysis, construction, inspection, operation and maintenance of new and existing highway tunnels, including the development and implementation of new technologies, risk assessment, and disaster recovery, specifically as they relate to extreme events affecting the performance of highway tunnels.
  • Provides technical assistance to FHWA Field Offices and State and Local Transportation Agencies in the evaluation of preliminary engineering in type, size and location selection, and in the development and review of project plans, specifications, and special provisions for highway tunnels.  This includes the review and comment on technical reports, design criteria, fire and life-safety studies, multi-hazard studies, and other extreme event related studies.
  • Develops guidelines based on proper interpretation and application of FHWA policies, procedures, specifications, standards, methods and practices relating to highway structures.
    Writes articles and present papers for sharing lessons learned from the various aspects of the field of assignments for presentation at local, national and international engineering conferences, seminars and workshops, AASHTO meetings, meetings of technical committees, and for publication in engineering journals.
  • Cooperates and collaborates with various organizations and professional committees such as, but not limited to: AASHTO T-20 Tunnels, and FHWA Offices of Infrastructure Research and Development, Technical Services, and International Programs, external organizations such as, Transportation Research Board (TRB), National Cooperative Highway Research Program (NCHRP), and other national professional society standards and technical committees, such as, ASCE, NFPA, ITA,  as may be necessary for improving safety, durability, economy and sustainability of highway tunnels

To meet the minimum qualifications for this position, you must meet the mandatory education and the specialized experience requirements.

LEVEL To qualify, you must have at least one year of specialized experience equal or equivalent to the following:
  • Experience advising others on matters pertaining to design, analysis, construction, inspection, operation and maintenance of new and existing highway tunnels.
Applicants must meet all qualification requirements by the closing date of this announcement.

Because of the interdisciplinary nature of this position, a person with the education and experience in either the 0810 or the 0830 field may be considered equally well qualified to do the work. All applicants must meet the education and experience requirements of at least one of the series AND the specialized experience of this vacancy in order to qualify.

In addition to the specialized experience requirements, applicants must fully meet the basic qualifications criteria of at least one of the following series.

To qualify for the 0810 and 0830 series, you must meet the following education requirements:

  • Successful completion of a professional engineering degree at an accredited university or college.
  • OR
  • Have a combination of college level education or training AND technical experience that has furnished you with (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and
    techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    1. Professional registration as an engineer.
    2. Evidence of Passing the Engineer-in-Training Written Test.
    3. Successful documented completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences as described by OPM.
    4. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field and at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
