JOB SUMMARY:

The Defense Health Agency, National Capital Region Medical Directorate (NCR-MD) is the future of Military Medicine- a partnership in World Class Medical Healthcare. The Walter Reed National Military Medical Center, the National Intrepid Center of Excellence (NICoE), Fort Belvoir Community Hospital, Dilorenzo Clinic and the Joint Pathology Center, provide world class medical services to the nation's service members and their families.

About the Position:
This position is located in the Nursing Administration Department within the Directorate for Nursing Services. Nursing Administration is comprised of a business section (which includes a Health System Administrator, Healthcare Systems Analyst, Nurse Recruiter, and an Informatics Specialist), Nursing Supervisors, Discharge Planners, and Air Evacuation Coordination staff. The work environment is professional and team-oriented. Staffing is comprised of joint service active duty members and civilian employees. The Health System Administrator provides leadership, guidance and support for the Nursing Services Directorate in the areas of Human Resource Management, Contract Management, Financial Management, Quality Management, and Special Project Management.

Work is sedentary in nature. Some walking and standing required to attend meetings and conferences away from the work site.

As the Health System Administrator, you will provide department wide administrative support in the areas of, but not limited to, personnel management, contract management, financial management, and health plan management for the Nursing Administration Department at Fort Belvoir Community Hospital. Evaluate health care delivery services and resolve health care administration issues. Manage funds and resources in order to contract health care providers or services. Direct all aspects of clinical practice management, and implement new programs and/or business model changes. Establish budget execution plans, and maintain overall budget for the department. Establish financial priorities, services, supplies, and equipment. Establish workload priorities and initiate assignments for employees. Develop performance standards, evaluate employee performance and identify training needs.

General Schedule

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).  Specialized experience is defined as: Planning work and setting priorities for subordinate employees; analyzing health system issues and policies and providing recommendations for the quality and improvement of the program; and providing budgetary input/recommendations. Work experience must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. 

 

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

  • Ability to perform supervisory duties
  • Knowledge of budget/financial management
  • Knowledge of health care management principles
  • Knowledge of personnel management
