The incumbent serves as a Physical Security Specialist (PSS) in the Strategic and Resource Planning (SRP) Branch and provides program support to the Enterprise Physical Access Control System (E-PACS) program for USMS and the U.S. Courts. The purpose of this position is to provide support for the E-PACS security systems by: developing long range plans; developing project task order statements of work for the design and installation of system components; tracking security projects; developing and issuing reports on contractor performance; assisting with the physical security equipment selection process; training USMS personnel and contract guards on the proper operation of security equipment; scheduling hardware, software and firmware updates to system components; providing oversight to contract security and network service personnel; monitoring the status of networks, adjusting configurations and designing and implementing logical system enhancements to achieve the optimal use of resources and user performance; and other duties as assigned. The incumbent will also provide JSD's Judicial Facility Security Program (JFSP) with technical and project support to the Judicial Security Management and Resource Tool (JSMART) used for facility security surveys, security system and CSO manpower requests and resource allocation and tracking. The incumbent will also support the administration and management of the OSS SharePoint team site.

Minimum Qualifications

GS-12:

Specialized Experience: One full year of specialized experience equivalent to the GS-11 level of the Federal service performing the following duties: developing and recommending long-range physical security requirements for ongoing projects; programming physical security system devices such as card readers, closed¬ circuit television, keypads, and other security devices; monitoring, and maintaining database management system (DBMS) environments and objects, such as tables, indexes, forms, reports, queries, and views in a physical security environment; analyzing current IT equipment and potential alternatives to make recommendations for modifications or replacement purchases; and analyzing LAN utilization statistics, performance measures, and system profiles to ensure robustness of the network.

GS-13:

Specialized Experience: One full year of specialized experience equivalent to the GS-12 level of the Federal service performing the following duties: analyzing, developing and recommending long-range physical security requirements for ongoing projects; interpreting established and pertinent regulations and organizational policies and directives, administrative rules, and guidelines relating to physical security; programming physical security system devices such as card readers, delayed egress devices, closed¬ circuit television, keypads, biometric systems, and other security devices; developing, monitoring, and maintaining database management system (DBMS) environments and objects, such as tables, indexes, forms, reports, queries, and views in a physical security environment; analyzing current IT equipment and potential alternatives, weighing costs and benefits, and making recommendations for modifications or replacement purchases; and analyzing LAN utilization statistics, performance measures, and system profiles to ensure robustness of the network.

There is no education substitution at the GS-12 or GS-13 level.
