JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal, and Urban operated facilities and programs.

Incumbents are responsible for supervising, managing, directing, coordinating, providing leadership, and evaluating the provision of nurse care provided on the inpatient units.  The positions are under the direct supervision of the Chief Nurse Executive.

DUTIES:

•Functions as the Supervisory Clinical Nurse with 24 hour responsibility for nursing services and nursing care in the inpatient unit.
•Response for providing direction, leadership, guidance, professionalism, supervision, and evaluation to the inpatient nursing staff.
•Responsible for the provision of nursing care on the unit, including compliance with standards of care, patient safety, and compliance with other applicable standards.
•Responsible for planning work of the unit providing adequate nursing coverage for safe and effective patient care.
•Evaluates daily operations and services provided to assure efficient use of resources including patient flow, work flow, productivity, and takes appropriate corrective and evaluative action as needed.
•Provides supervision to subordinate employees, including counseling, disciplinary action, corrective actions, evaluation and overall management of each unit employee.
•Works collaboratively with other Nursing leaders to meet Division of Nursing initiatives and goals.
•Manages the unit and ensures that all hospital Joint Commission and Federal guidelines, Nurse Practice Actions, and all other applicable standards are met.

BASIC REQUIREMENT(S):

 

EDUCATION: Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant.

IN ADDITION TO BASIC REQUIREMENT:

 

GS-12:  Candidates must have 52 weeks of specialized experience equivalent to the GS-11 grade level to qualify for the GS-12 grade level.

LICENSURE:  All applicant must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of United States.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Examples of the type of experience that will be credited are carrying out the duties of providing management in Nursing Services in planning, organizing, reviewing, evaluating and implementing all duties; supervises and provides direction; and evaluating the nursing needs of patient care.

 

Supervisory or Managerial abilities:  Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision:
• Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training.
• Accomplish the quality and quantity of work expected within set limits of cost and time,
• Plan own work and carry out assignments effectively.
• Communicate with others effectively both orally and in writing working out solutions to problems or questions relating to the work.
• Understand and further management goals as these affect day-to-day work operations.
• Develop improvements in or design new work methods and procedures.

The selected individual is required to obtain and maintain Registered Nurse (RN) licensure. If licensure is not maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
