The Food and Drug (FDA) is scientific, regulatory, and consumer protection agency responsible for protecting the public health by helping to assure the safety, efficacy, quality, and security of human and veterinary drugs, biological products, and medical devices; the safety and security of our nation's food supply, the safety of cosmetics and products that emit radiation, and by regulating the manufacture, marketing, and distribution of tobacco products.  The Office of Foods and Veterinary Medicine (OFVM) integrates the programs of the Center for Food Safety and Applied Nutrition (CFSAN), the Center for Veterinary Medicine (CVM) and the related field activities of the Office of Regulatory Affairs (ORA), ensuring optimal use of resources and building the scientific and regulatory capacity to improve the safety, nutritional quality and proper labeling of the domestic and international food supply.  Within OFVM, CFSAN is responsible for conducting research and regulatory programs to insure that foods are safe, sanitary, wholesome, properly labeled and free of harmful levels of contaminants and that cosmetic and food additives are safe.


The Office of Applied Research and Safety Assessment (OARSA) is a component of the CFSAN scientific research enterprise responsible for establishing and conducting a cohesive mission-relevant research program in the areas of toxicology and food microbiology that will ensure the safety of the U.S. food supply.  OARSA is one of four science offices within CFSAN, with more than 100 personnel and contract staff and a budget of over $6 million.


Executive level compensation package is commensurate with qualifications and experience, which may result in a higher salary than reflected above.

The incumbent serves as the Director, Office of Applied Research and Safety Assessment (OARSA), providing executive leadership and managerial direction.  The position will report to the CFSAN Deputy Director for Scientific Operations.

Supervisory/Managerial Statement

The Center for Food Safety and Applied Nutrition (CFSAN) provides an innovative work environment for its employees. If selected for this position, you will:

Plan, manage, organize, and direct a cohesive research program that will ensure the safety of foods, dietary supplements, or cosmetics and the establishment of sound counter-terrorism measures in the area of toxicology and food microbiology. Assist in providing scientific guidance and direction for research programs and assist the research staff in the development of long term goals;

Develop collaborative projects with a variety of FDA and external scientific organizations including other FDA centers, other governmental agencies, and academia as well as private and public scientific organizations;

Serve on high level internal and external working groups to address cross-center, multi-agency, national and international issues in areas to include strategic planning, emergency response, and the safety and defense of the food supply.

Develop and plan OARSA's budget ensuring that it supports and prioritizes research, necessary infrastructure, and personnel;

Coordinate and make recommendations on personnel and administrative matters and lead laboratory quality control with OARSA.

Basic Qualifications for AD-0602: Doctorate of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accredited body in the year of the applicant’s graduation and a current medical license to practice medicine and surgery in a State or Territory of the U.S. or in the District of Columbia.


Candidates must show clear evidence of specialized experience. Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position.  In addition, appointees must have professional experience and stature that is commensurate with the duties of the position.


In order to satisfy all of the specified requirements, you must submit narrative responses addressing the Mandatory Executive Qualifications Requirements and the Mandatory Technical Qualifications. Please limit your responses to the Mandatory Executive Qualifications and the Mandatory Technical Qualifications so that they total no more than 4 pages combined.


Mandatory Executive Qualification Requirements

1.  Administrative or managerial experience at the executive level, which demonstrates strong leadership abilities in a scientific or public health environment and leadership competence and abilities to: develop complex and basic program goals, and ensure that agency goals and priorities are considered in carrying out the functional responsibilities of the organization; direct and guide projects, including long-term and short-term planning; establish objectives and priorities; and conduct periodic program assessments.


2.  Experience that indicates the ability to communicate and effectively interact with high level government officials, the scientific/academic communities, medical or health related organizations, members of Congress and other top level representatives of counterpart federal agencies, foreign governments, representatives of the regulated industry, and others.


3.  Demonstrated ability in planning, organizing, and utilizing resources in a manner that consistently provides for the optimum accomplishment of all goals and objectives established for an organizations research program.


Mandatory Technical Qualifications

1.  Expertise as a research scientist that is documented by high quality research, public presentation in a wide variety of academic and government forums.  The Director will have an international reputation as a research scientist of the highest caliber based on the quality and value of his/her research.


2. Proven skill in directing the workforce of a scientific and professional staff performing scientific research and conducting program assessments.
