This position is located in the Office of Personnel Security and Suitability (PSS), Senior Coordinator for Security Infrastructure, Diplomatic Security Service, Bureau of Diplomatic Security, Department of State. The Office of Personnel Security  and Suitability (PSS) directs and coordinates all activities related to the security clearances for Presidential appointees, applicants, employees, and contractors, as well as providing extensive overseas coverage on behalf of other Federal agencies, in order to ensure that granting an individual access to classified information is clearly consistent with national security interests and Federal standards. PSS also provides information to the Bureau of Human Resources (HR) on the suitability of candidates for employment.
This position is also being announced through Merit Promotion procedures under Announcement # DS-2014-0049.  Candidates who wish to be considered under both Public (US Citizens)and Merit Promotion procedures must apply to both announcements.

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.  Education may only be substituted in accordance with the Office of Personnel Management (OPM) Qualification Standards Handbook.  Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to be credited towards qualifications.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant
with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience organizing and leading teams; proven capability of solving problems; competence to manage and lead personnel as well as apply leadership skills/traits; demonstrated capability to develop mission objectives; experienced in serving as a liaison on security related issues, high level of aptitude in developing long-range strategies, superior understanding of national and /or international security programs, demonstrated understanding of  the current and most advanced security concepts encompassing a wide range of security issues, superior understanding of applicable statutes and authorities related to the security field.
There is no substitute of education for specialized experience for the GS-15 position.


In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

HOW YOU WILL BE EVALUATED:

Your application will be evaluated and rated under the Category Rating and Selection procedures.  Based on your responses to the job-specific self-assessment questions, eligible candidates are placed for selection consideration into one of three pre-defined quality categories as described below:

Highly-qualified Category - In addition to meeting minimum qualifications for the position, candidates must fully demonstrate proficiency in all major aspects of the position.  

Well Qualified Category - In addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position.

Qualified Category - In addition to meeting minimum qualifications, applicants must demonstrate a basic level of knowledge, skill and ability of the position.
