JOB SUMMARY:

MINNESOTA NATIONAL GUARD This position is located in a Joint Force Headquarters, Homeland Security Office, Joint Operations Center (JOC).   The JOC will manage Federal, state and public related tasks in response to any level emergency.The JOC operates on a 24 hour/7 days a week rotating shift basis monitoring and carrying out duties which include: overall mission status of an armory or base and its assigned units, installation  security, initiating emergency procedures, Crisis Action Team notification, and other duties critical to the conduct of the mission.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible AFSC/MOS in the Minnesota Air/Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Air/Army National Guard must be eligible for immediate enlistment or appointment. Assists in the management and daily operations of the Joint Operations Center.  Establishes and maintains cooperative working relationships with Federal, state and public agencies and military units within the state. Relays information through various communications equipment to appropriate personnel.  Notifies other agencies concerning the call as necessary. Records action taken, equipment assigned and other pertinent information in various databases.  Maintains log records of activities occurring during the shift as a source of information for production reports, and operation efficiency status.   During joint forces exercises or actual emergencies, serves as a member of the JOC emergency response team to provide support to either the Federal, state or public operations.  Will perform various tasks, such as activating the JOC, exchanging information with other emergency response agencies, coordinating data collection and reporting, coordinating with field personnel, preparing briefings or situation reports, etc.  Types a variety of narrative and tabular correspondence from rough drafts and corrected copies.  Uses a variety of automated systems in the office environment to store/retrieve/manipulate data with word processing, database management, spreadsheet and graphics software packages.   Performs other duties as assigned.

GENERAL EXPERIENCE:  Administrative or clerical experience, education, or training which demonstrates the candidate’s ability to perform the duties of the position. Experience using computer and automation systems.


SPECIALIZED EXPERIENCE:  GS-07 requires 12 months experience in the interpretation and application of regulations, procedures or laws.  Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control. 

COMPATIBILE MILITARY ASSIGNMENT:   ARMY:  MOS 25B, 42A;  AIR:  AFSC 1CX1, 3D0X1, 3S0X1.  Selectee will be required to obtain, but not a requirement to apply.

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:   Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

AREAS OF PRIORITY: In accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), applications will be forwarded to the selecting official to conduct interviews by area of priority listed below:

Area 1: Career/Career-Conditional technicians and Indefinite Technicians assigned to the Minnesota National Guard.

Area 2: Minnesota National Guard technicians who have not previously competed, and traditional Minnesota National Guard members.

Area 3:  National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Air or Army National Guard.

REMARKS: No PCS available.  Position will not be filled until current incumbent vacates.  Army Funded - Selected individual will not be required to change branches. The Joint Operations Center operates 24Hrs x 365, position will require shift work outside of normal 0800-1600 daily operations. Weekends and holiday are also included in the job scope.  Hires will have set schedules one month out, and will be assigned a shift on a rotating basis.  Normal hours for this hire will be on shifts that are 0000-0800, and 1600-0000.  Weekend and holiday shifts are 12 hours, 0000-1200 and 1200-0000.  Work weeks are based on 5 days on and two days off.  Normal work weeks are Wed-Sun.  Work schedules are posted at an avg of 3 weeks in advance. Members with rank higher than identified in 'Key Requirements' are eligible to apply, but may be required to take a reduction should they be selected. The military grade of the supervisor must equal or exceed the grade of personnel supervised.   Must currently hold or be able to get Sensitivity Level 2 clearance which is equivalent to a Secret Security Clearance.  

SELECTIVE PLACEMENT FACTOR:  ENLISTED (E6 and below)

Acceptance of a Technician position will result in the termination of your Selected Reserve bonus.

IAW NGR 600-25 AND AFI 36-101, grade inversion within the full-time workforce is not permitted.
