This position is located in the Office of the Chief Financial Officer, Global Accounts Payable and is responsible for examining and calculating vouchers for the payment of Volunteer allowances and reimbursements, claims, contracts, purchase orders, travel, grants and petty cash (imprest) payments, collections, accommodation exchange and replenishments. Payment vouchers may be received from domestic or overseas offices, in US dollars or foreign curency. Examines and verifies commercial and other types of invoices. Ensures that invoices submitted are in accordance with the terms of the contract and that the vendor statements are complete and accurate. Prepares and processes commitment and obligation accounting data.

KNOWLEDGE, SKILLS, AND ABILITIES:

Ability to provide customer service related to accounting transactions.

Ability to perform a range of invoice processing tasks.

Knowledge of fiscal service operations.

Ability to communicate effectively other than in writing.

Knowledge of office administrative practices and procedures.

Ability to utilize an automated accounting system.

Ability to work with accounting codes and classifications.

Knowledge of the procedures and regulations required to examine and process invoices, vouchers, or other requests for payment.

Ability to process transactions utilizing accounting codes and classifications.

Practical knowledge of accounting regulations, practices, policies, and procedures.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 07: Qualifying experience for the FP-07 level includes one (1) year of specialized experience equivalent to the FP-08 or GS-6 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled. Examples of specialized experience: Knowledge of the accounting methods, procedures, and techniques to conduct difficult and responsible analysis and determinations within a complete accounting system to validate transactions and to perform research to resolve inconsistencies

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the FP-07 level may be met by completion of one (1) year of graduate level education with courses such as accounting, auditing, and finance.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Grade 06: Qualifying experience for the FP-06 level includes one year of specialized experience at least equivalent to the FP-07 or GS-7 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position as described above, and that is typically in or related to the position to be filled.Examples of specialized experience: Knowledge of the interrelationships of various accounting systems applications and computer file system and content to resolve problems of processed transactions.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirements for the FP-06 level may be met by completion of 18 months of graduate level education with courses such as accounting, auditing, and finance.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

OTHER INFORMATION:

This is an Excepted Service Appointment. Initial appointments to the Peace Corps normally are for 60 months (5 years). Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees. A background security investigation will be required for all hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
