Medical Technologist (Microbiologist) GS-644-11

Duties:  Incumbent develops, performs, evaluates, interprets, correlates, and validates the accuracy of laboratory procedures and results.  Testing procedures are performed on a variety of biological specimens and/or environmental samples using manual or automated techniques, and require a broad exercise of independent judgment and responsibility.  Work performed is in a variety of laboratory disciplines, such as bacteriology, mycology, parasitology, serology, and virology.  He/she monitors quality control systems and measures; collaborates in the diagnosis and treatment of patients; and provides education for laboratory and other healthcare professional, and others in the medical center setting including the public.  At the GS-11 grade level the incumbent has professional oversight responsibilities and may have responsibility for a specific large scale automated analytical instrument system; a specific area of laboratory functions, such as employee competency records, supply functions, quality control review, new method development, or employee or student training; or provide professional and technical advice to other technicians and technologist.

BASIC REQUIREMENTS: 

Citizenship:   Must be proficient in spoken and written English.

English Language Proficiency – Must be proficient in spoken and written English.

Education – Must have at least bachelor’s degree in medical technology/clinical laboratory science or in a related science. The education program must have been approved by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS).  The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a 4-year program of study that culminated in a baccalaureate degree.  Please see vacancy announcement for foreign education requirements – if you meet those requirements answer “Yes” to this question.  (COPY OF TRANSCRIPTS MUST BE SUBMITTED AT TIME OF APPLICATION)

Clinical Practice Program – Must have completed a medical technology clinical practice program.  The program must have been approved by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS).  (YOU MUST INDICATE WHERE AND WHEN YOU COMPLETED THE PROGRAM ON YOUR RESUME.  FAILURE TO DO SO MAY RESULT IN LOSS OF CONSIDERATION). 

Certification – Must possess  the appropriate certification examination as a medical technologist or clinical laboratory scientist given by the American Society of Clinical Pathology Board of Registry (ASCP-BOR), the National Credentialing Agency (NCA), American Association of Clinical Chemists (AACC) or American Medical Technologists (AMT, or the American Association of Bioanalysts (AAB).  (COPY OF CERTIFICATION MUST BE SUBMITTED AT TIME OF APPLICATION) 

Specialized Experience for GS-11 Level:  Must have the equivalent of 1 year of creditable experience at the next lower grade level, which is directly related to the duties of the position to be filled, and must fully; meet the Knowledge, Skills and Abilities (KSAS).  Examples of specialized experience includes:   working experience in a position as a microbiology technical specialist  serving as an expert, providing authoritative advice and consultation for more difficult, complex, or unique tests requiring special knowledge; assisting supervisors with technical phases of the organization on various aspects of microbiology testing:  including appropriateness (that takes into consideration clinical context); facilitating team or unit processes by working in collaboration with team members to ensure that tasks, priorities, goals are coordinated with management; coordinating testing, staffing and follow-up documentation for outreach activities, etc.

Or, 3 full years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree in medical technology or a directly related field, provided the applicant’s total background demonstrates evidence of knowledge, skills, and abilities necessary to perform the work of the position to be filled.  (IF SUBSTITUTING EDUCATION COPIES OF TRANSCRIPTS MUST BE SUBMITTED AT TIME OF APPLICATION)

1.     Must have demonstrated experience in quality control, regulatory requirements and CLSI standards.

·         Communicating effectively and courteously while working as a healthcare team member.  Providing excellent serve as defined by the customer (healthcare providers, patients, and others).  Giving direction and guidance using underlying principles of laboratory testing. 

3.  In addition to formal, accredited training in microbiology and its disciplines, the incumbent must have one year of specialized working experience equivalent to the next lower grade level in a microbiology laboratory doing clinical bacteriological cultures and sensitivities.

HOW YOU WILL BE EVALUATED:

You will be evaluated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) based on your application for this position.

1.  Advanced knowledge of all disciplines of the Microbiology department (bacteriology, mycology, parasitology, serology, virology and molecular biology.)

2.  Advanced knowledge and understanding of regulatory and accrediting agency requirements associated with all of the disciplines of the Microbiology department (bacteriology, mycology, parasitology, serology, virology and molecular biology).

3.  Ability to apply new scientific/technical developments and theories to laboratory testing.

4.  Knowledge to develop procedures for new tests, and modifying existing procedures and methods in order to resolve problems relative to complex and difficult situations.

5.  Advanced knowledge and demonstrated skills in the set up and processing of specimens for all of the disciplines of a Microbiology department.

6.  Advanced knowledge and demonstrated skills in testing methodologies and theory of the disciplines of a Microbiology department. 

7.  Advanced knowledge of professional medical technology/clinical laboratory science principles, practices, concepts, and theories providing for sound independent work (to include current CLSI standards for antibiotic determination).

8.  Advanced knowledge of laboratory quality control and assurance procedures and principles of performance improvement providing for sound independent work.

9.  Advanced knowledge of laboratory equipment and ability to maintain, troubleshoot, and repair instrumentation.

10.  Ability to use independent technical judgment to analyze and interpret laboratory results, to include current CLSI standards.

11.  Ability to interpret and apply complex written instructions.

12.  Ability to communicate, consult, and interact with other members of the healthcare team, external relations, customer service, and patient education.
