BASIC REQUIREMENT FOR 1102 SERIES: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees which was supplemented by 24 semester hours in accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management. The 24 hours may be within the degree or in addition to the degree. (NOTE: A transcript must be submitted with your application for this position.)
SPECIALIZED EXPERIENCE: In addition to the basic requirement above, your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience involves the procurement of supplies, services, construction, or research and development using formal advertising or negotiation procedures; the evaluation of contract price proposals; and the administration or termination and close out of contracts. The work requires knowledge of the legislation, regulations, and methods; and knowledge of business and industry practices, source of supply, cost factors, and requirements characteristics. Specialized experience must demonstrate some or all of the following: 1) Prepare contracts to include scope determinations, modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes and contract terminations; 2) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues for procurement of equipment, services, or construction requirements; 3) Negotiate prices, terms and conditions, and contract modifications; 4) Perform cost/price analysis; 5) Prepare solicitations containing appropriate provisions, clauses, terms and conditions that communicate requirements to industry; 6) Evaluate responses to solicitations for price reasonableness, compliance with terms and conditions, and adequacy of competition.
SUBSTITUTE FOR SPECIALIZED EXPERIENCE: Successfully completed 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree in one of the following fields of study: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
