JOB SUMMARY:

A career with the Forest Service will challenge you to manage and care for more than 193 million acres of our nation's most magnificent lands, conduct research through a network of forest and range experiment stations and the Forest Products Laboratory, and provide assistance to State and private forestry agencies.

This position serves as Assistant Director for Agroforestry and also Director of the USDA National Agroforestry Center (NAC) on the Forest Management Sciences Staff within the Office of the Deputy Chief for Research & Development (R&D) in the Forest Service’s national headquarters.

This position is being concurrently announced under Merit Promotion Announcement Number 14-55070001-0082G-TC opening Monday 11/26/2013 and closing Friday 01/10/2014. The incumbent serves as the Forest Service national agroforestry program leader and line manager for the USDA National Agroforestry Center’s personnel and resources. The NAC is a Washington Office (WO) detached unit of Research & Development (R&D) in Lincoln, NE, with integrated R&D and Technology Transfer programs that are jointly sponsored by WO R&D, WO State & Private Forestry and the USDA Natural Resources Conservation Service. This position exercises the full range of leadership responsibilities for the assigned program, which is national (and sometimes international) in scope and possesses considerable scientific or technical complexity, requiring an individual with extended training, experience, and unusual attainments in a professional, scientific, or technical field in the social, biological, or physical sciences. The employee is responsible for strategic national program development and planning for the assigned program, including: assessing the adequacy of existing activities for the entire assigned program; identifying emerging issues and problems; anticipating the need for additional knowledge; coordinating program activities within and across the Forest Service mission areas; building support for the program with clients inside and outside the Forest Service; formulating and justifying program budget requests; and analyzing workforce capacity, organizational needs, and staffing trends for the program.

This position is being filled through one of the following series: GS-0101, GS-0401, or GS-1301. You must possess the Basic Requirements identified below to be considered eligible for all positions at the GS-05 grade level and above. Transcripts must be provided for qualifications based on education.

GS-0101:

--Degree: behavioral or social science; or related disciplines appropriate to the position. 

OR

--Combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.  

OR

--Four years of appropriate experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

GS-0401:

--Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. 

OR

--Combination of education and experience with courses equivalent to a major as described above, plus appropriate experience or additional education.

GS-1301:

--Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

--Combination of education and experience with education equivalent to one of the majors as described above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the Basic Requirements, your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

This position requires at least one year of specialized experience equivalent to at least the GS-14 level. Specialized experience is defined as experience participating in the strategic development of natural resources programs, including identifying emerging issues and problems; coordinating program activities and recommending priorities; building support for a natural resources program with clients inside and outside of an organization; formulating and justifying program budget requests; and analyzing workforce capacity, organizational needs, and staffing trends for a natural resources program. Identifying and proposing ways to eliminate duplication and redundancy for natural resources programs, including increasing cost-efficiencies in program delivery.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
