The Department of the Navy (DON) is more than ships, aircraft, and sailors; it is over 181,000 civilian employees at Navy and Marine Corps commands, bases, stations and facilities throughout the U.S. and around the world. Individuals will be placed in the Naval Acquisition Development Program (NADP). The NADP is a structured management-training program including formal education, diverse rotational assignments, extensive on-the-job training, and graduate tuition assistance that is tailored to various acquisition career fields for up to three years. These positions are located throughout the U.S.; however a majority are located within the greater Washington D.C. metropolitan area, CA, WA, MD, VA, PA, NJ, RI and FL.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

  • Drafting contract documents (i.e., cure or show cause notices, contract modifications and administrative documents) based on specific detailed information provided by senior contract specialist/supervisor.

    SELECTIVE PLACEMENT FACTOR: This position has a Selective Placement Factor (screen-out) which will be used to determine minimum qualifications for this position.  Applicants not possessing this Selective Placement Factor will be found ineligible for this position.  The Selective Placement Factor is: Applicants must possess a 3.5 grade point average (GPA) on all undergraduate work.  (NOTE: ALL College Transcripts must be submitted as proof of claimed education and grade point average.)

    BASIC REQUIREMENT FOR CONTRACT SPECIALIST: A bachelor's degree or higher (or will complete by June 30, 2014) from an accredited educational institution authorized to grant baccalaureate degrees that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). OR Current DoD employee who occupied GS-1102 positions or contracting positions with authority to award or administers contracts above the simplified acquisition threshold on or before 30 Sep 2000, or served on or before 30 Sep 2000 in a position as an employee in the GS-1102 series. OR Current military member who occupied a similar occupational specialty to the GS-1102 on or before 20 Sep 2000 with the authority to award or administer contracts above the simplified acquisition threshold.  (You must be a current member of the armed forces on the date you file this application for this provision to apply.)

    GS-07 REQUIREMENT:

    A degree (completed by June 30, 2014) that meets the requirements through one of the following methods, no more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.

    ·         2.95 GPA overall or higher in last 2 years (= or less than 10% Pass/Fail

    ·         3.45 GPA or higher in major or last 2 years in major (=or less than 10% Pass/Fail)

    ·         Upper 1/3 ranking in graduating class (you must submit proof with your application.

    ·         National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application) OR

    Experience: One year of professional experience in an appropriate field comparable in difficulty and responsibility to the GS-5 level work or equivalent in the Federal service that equipped applicants with the knowledge, skills, and abilities to successfully perform the duties of a Contract Specialist. Specialized experience must demonstrate the following: monitoring contractor requirements and completing required contractor paperwork. OR Education: One year of graduate education (18 semester hours) in business or related disciplines or Law School (by June 30, 2014). OR  Combination of Education and Experience: Applicants that possess a percentage of the required professional experience and a percentage of the required graduate level of education such that, when the percentages of the required graduate education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-5 or higher is creditable.)
