For over 60 years, the National Science Foundation (NSF) has remained the premier Federal agency supporting basic research at the frontiers of discovery across all fields, as well as science and engineering education at all levels.

The NSF is seeking candidate(s) for a Program Manager, Information Technology and Communications within the Antarctic Infrastructure and Logistics (AIL) Section, Division of Polar Programs (PLR), Directorate for Geosciences (GEO), Arlington VA.

The NSF is the Federal agency responsible for single point management of the United States Antarctic Program (USAP). This includes managing U. S. scientific research activity in the region as well as: planning, budgeting, managing and overseeing logistics and operations that support 150-180 Antarctic laboratory and field research projects each year; providing for design, engineering, construction, maintenance and operations of three permanent Antarctic stations; overseeing the operation of two ice breaking research vessels; developing specialized computer and communications infrastructure; and coordinating the airlift and sealift that comprise the Antarctic logistics system. Within the U.S., the USAP operates a logistics facility in Port Hueneme, California. Gateway facilities are operated in Christchurch, New Zealand, and Punta Arenas, Chile, in addition to the permanent and temporary field stations in Antarctica.

The mission of AIL is to provide infrastructure, logistics, and operational support for the United States' year round presence in Antarctica including maintenance and operation of three year round research stations, extensive laboratory and computing capabilities for research, icebreaking research ships, and air transport to support the U. S. research mission.

The individual selected for this position will serve as a Program Manager. The Program Manager:

  • Executes information assurance (IA) activities for the USAP enterprise. Ensures FISMA program compliance, as well as serves as liaison with the NSF information assurance group and the NSF Chief Information Officer. Oversees the operational IA program and coordinated incident response and reporting;
  • Plans, coordinates, oversees the implementation, and manages all engineering aspects of communications, computer and information systems applicable to the polar activities;
  • Manages and oversees contractor-operated USAP network infrastructure to include local and wide area network communications systems and hardware;
  • Manages and oversees the contractor-managed information technology activities to include: desktop computing and hardware, enterprise applications support and development, electronic mail and server systems, software compliance and management, website and multimedia productions, and teleconferencing support;
  • Coordinates with other USAP support organizations, including contractors, the academic research community and other federal agency partners for information technology operations in the USAP;
  • Evaluates, prioritizes, and integrates information technology requirements into annual and long­range plans; periodically updates and oversees the implementation of plans for continuous improvement;
  • Determines appropriate information systems to increase the safety and effectiveness of polar scientific, logistic and operations activities, including ship and aircraft operations;
  • Conducts investigations and evaluates new technologies, materials, equipment and construction methods for IT&C which may enhance any of the full range of activities in the polar regions;
  • Provides technical and management oversight for the implementation of a broad spectrum of polar engineering projects;
  • Serves as an Activity Based Manager (ABM) for portions of the USAP Antarctic Support Contractor, and provides technical guidance and performance-based oversight of information technology operations, communications and security activities;
  • Advises the Section Head, AIL, of significant achievements, new trends and developments, and potential IT&C issues related to construction management and facilities maintenance for the USAP;
  • Deploys to Antarctica periodically for periods of one to two months to serve as NSF Representative, Antarctica as required. During these deployments the Program Manager will be responsible for coordinating and directing field operations of the US Antarctic Program.

Candidates must have a Ph.D. in an appropriate field plus after award of the Ph.D., six or more years of successful research, research administration, and/or experience pertinent to the position managing and overseeing the planning and operation of a business information technology network, to include applications, software and network hardware; OR a Master’s degree in an appropriate field plus after award of the degree, eight or more years of successful research, research administration, and/or experience pertinent to the position managing and overseeing the planning and operation of a business information technology network, to include applications, software and network hardware.

Appropriate fields would include computer science, information technology, or technology-related industry. In addition, direct experience with Federal information security management is required.

Appointment is contingent upon satisfactory completion of a physical examination according to the standards used for USAP medical/dental screening for travel to Antarctica.

You will need to successfully complete a background security investigation before you can be appointed into this position.

  2. Experience in the use of systems engineering as the principal component in effective planning, design and management of large, complex logistic, scientific and operational support projects.
  3. Knowledge of, and experience in, Federal technology or communications programs.
  4. Demonstrated, in depth professional experience in systems engineering, particularly in radio, satellite communications, and the principles in the development of computer networks.
  5. Knowledge of technological, and management aspects of systems engineering applicable to the application of information technology systems to science support and logistics in polar, oceanic, and other remote locations.
  6. Demonstrated ability to work effectively in an interdisciplinary environment and to relate to military, international, scientific, and technical personnel.
