You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-07 level, you need to have at least one year of full time experience defined as reviewing financial documentation for accuracy, completeness, and conformance with generally accepted accounting principles and practices; analyzing financial data; and using automated financial/accounting systems to reconcile accounting records.
OR 1 full year of graduate level education; or superior academic achievement degree in the academic discipline as described below.
To qualify for the GS-09 level, you need to have at least one year of full time experience defined as performing a variety of routine accounting work that requires the application of accounting principles, theories, concepts and practices; the ability to analyze and reconcile a variety of accounts and transactions; and prepare procedural instructions used in the development or modification of automated accounting systems.
OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.
To qualify for the GS-11 level, you need to have at least one year of full time experience that has equipped you with professional knowledge to apply accounting principles and procedures; experience operating, maintaining, and monitoring financial management systems according to established procedures and required schedules; experience researching complex accounting, collection, disbursement, and other financial and fiscal issues that require in-depth analysis; experience interpreting financial regulations and preparing well-written responses or recommendations.
OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of accounting principles, practices, methods, and techniques to independently perform a variety of accounting assignments; 2) Knowledge of accounting regulations, procedures, policies, and precedents to carry out accounting functions; 3) Knowledge of organizational practices to advise managers on changing program operations; 4) Ability to communicate effectively orally; 5) Ability to communicate effectively in writing; and 6) Skill in analyzing accounting systems in order to modify and adapt accounting practices to solve a variety of accounting problems.
You must have a bachelor’s degree in accounting or a related field such as business administration, finance, or public administration with 24 semester hours in accounting (up to 6 hours in business law counts toward these hours);
A combination of education and experience with at least 4 years of experience in the related field. You must also have one of the following:
1) 24 hours in accounting or auditing courses which can include up to 6 hours of business law
2) Certificate as Certified Public Accountant/Internal Auditor or
3) Completion of a degree that included substantial course work in accounting or auditing, e.g., 15 hours, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above and (c) except for literal nonconformance to the requirement of 24 hours in accounting, your education, training, and experience fully meet the specified requirements.

If you are selected, you must complete a one year probationary period.
This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
