JOB SUMMARY:

MINNESOTA NATIONAL GUARD Position is located in an information management office.   Its purpose is to serve as the copier manager for the state and to direct a statewide records management program and maintain a Records Holding Area, to include archiving of historical records, documents and artifacts. Responsibilities of this position include varied mail operations, which includes receiving, sorting, opening, controlling, routing, distribution, delivery, pick up and dispatching of mail.   Position serves as the Senior Mail Assistant for the state.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible AFSC/MOS in the Minnesota Air/Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Air/Army National Guard must be eligible for immediate enlistment or appointment. Analyzes limitations and capabilities of all type of commercial copiers and service providers in order to recommend the selection and utilization of the most cost effective and efficient copier equipment and related supplies. Prepares written presentations of findings, recommendations, forecasts, and justifications for copier purchase, lease, and maintenance. Coordinates relocations with users, vendors, and transportation sources. Ensures efficient and effective use of equipment. Stores images in system until ready for printing or repetitive print orders on tape for future retrieval and use. Sets up appropriate controls for various enhancement features, e.g., screens.  Modifies electronic media as necessary to ensure the best product possible.  Operates electronic postal processing equipment for outgoing first class, priority, certified, registered, bulk or postcard mail with federal indicia on a daily basis. Ships packages by other commercial vendors as required to support mail missions. Processes and insures proper packaging of all outgoing classified mail.  Responsible for following security procedures to safeguard mail, in accordance with current policies, procedures, and directives.   Logs in all deliveries as accountable mail, notifies addressee, and insures signature upon pickup. Advises units and activities on the policies and procedures for records retirement and disposal. Processes a variety of requests for recall of files and documents.  Performs extensive research in response to requests for information, files, or documents which includes researching automated files and indexes as well as manual records.  Provides information, records, documents to-the requester within the provisions of the Privacy Act and the Freedom of Information Act.  Maintains appropriate administrative records reflecting the history of each charge-out from the RHA, indicating dates of receipt, requester, documents released, date of refueling, and other pertinent information.  Analyzes existing records systems having technical or clerical problems with duplication, retrieval or disposition.  Develops recommendations for improving these records systems.  Conducts training workshops for units and activities with respect to records creation, records maintenance/use, and disposition. Maintains the integrity and safekeeping of such archival materials.  Performs other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training involving administrative or clerical experience (i.e., applying guidelines, rules and regulations to assignments, composing correspondence, researching and compiling information and data, and records administration).  Experience using computer and automation systems.


SPECIALIZED EXPERIENCE:  GS-07 requires 12 months experience, education or training evaluating and determining regulatory compliance.  Experience using guidelines, methods, precedents and techniques applicable to the specific programs or phases relative to the position.  Experience conducting studies, preparing reports, and making changes to eliminate ineffective operations.

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:   Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

Area 3:  National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Air or Army National Guard.
