JOB SUMMARY:

Hawaii Air National Guard

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

LOCATION: 154th Logistics Readiness Squadron, Hawaii Air National Guard Joint Base Pearl Harbor-Hickam, Hawaii.                
RECRUITMENT AREA: Permanent on-board military technicians (E7 and below) in the Hawaii Air National Guard.

SUMMARY OF DUTIES:

The primary purpose of this position is to perform preliminary planning, long term scheduling, and analysis, for the utilization and maintenance of a variety of general and special purpose vehicles and equipment.
• Develops, manages and implements daily, weekly, monthly, and yearly operational and maintenance plans for assigned general and special purpose vehicles and a variety of equipment.
• Schedules vehicles and equipment for repair, inspections, and preventative maintenance based on consideration of shop capability and requirements of the unit.
• Performs analysis on a wide range of production indicators to assist in improving productivity or in determining causes of production delays.
• Develops, manages, and analyzes performance indicators or metrics for specific trends and recommends corrective actions and makes necessary adjustments in production schedules.
• This position is the single POC for all vehicle authorizations and assets between the SRAN and major command (MAJCOM).
• Collects, consolidates, performs analysis and reconciles variances to ensure data integrity within associated programs, to include the following systems: Air Force Equipment Management System (AFEMS); Standard Base Supply System (SBSS); Automated Fleet Information System (AFIS); and OLVIMS.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position.  Ensure that the Questionnaire is completed on the Application Manager.

GENERAL Experience: Experience, education or training which indicates the candidate can reason in quantitative terms, communicate orally and in writing in a clear and concise manner, understanding the terminology and data pertaining to repair operations and process characteristics of the production activity.

SPECIALIZED Experience: Must have at least 24 months experience, education or training preparing job or work orders; scheduling various phases of projects into the production facility; following up to see if work is progressing as planned and arranging for adjustments in materials, machine processes, and work sequencing allowing for changes.  Experience with current automation support programs to input data, provide status of equipment, and monitor job order status, monitor work priorities, requisition repair parts, track repair parts status, etc.

MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected applicant must be assigned to a valid position in the unit of employment, and be assigned militarily in DAFSC, 2T3XX Vehicle Management & Analysis.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE

A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours.  The education must have been in fields directly related to Production Control.  To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of related courses.

b. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

c. Permanent change of station (PCS) expenses may not be authorized for this position.  Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

d. In addition to your application, documents of last performance appraisal must be submitted.  If the performance appraisals are not available, documents of past civilian performance, letter of recommendations, and or military performance may be submitted.  These documents will be evaluated as part of the selection process. 

e. Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

f. Final selection will be based upon qualifications, suitability, and available manpower resources.

g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee’s Form I-9 to confirm work authorization.

h. Applicants above the grade of E-7 must include in their application the willingness to take a voluntary downgrade in order to be considered.

i. Cost of living allowances (COLA) vary from island to island and is authorized only for those general schedule employees entitled to such allowances.  COLA is subject to change without notice.
