JOB SUMMARY:

Position Location: 116th Air Control Networks Flight, Robins AFB, Georgia

Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Air National Guard Membership.

Job Summary: This position is located in the Communications and Information Systems Division of an ANG Air Operations Group. The purpose of the position is to assist higher graded computer specialists in the administration of network, telecommunications, and (as needed) battle management computer training systems. Incumbent serves as the Information Protection Manager and focal point for information warfare and telecommunications and computer-security related functions. Requires knowledge and ability to work in "joint" situations with other United States Armed Forces personnel and in "combined" situations with military personnel from allied nations.

Permanent Change of Station (PCS): PCS is not authorized.

Relocation Incentive: Relocation Incentive is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179days in length will cause termination from the SRIP.

Background Check: Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access in to the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Enlisted incumbent(s) only. In accordance with AFR regulations, incumbent performs duties necessary to accomplish military TAG:Position Title functions in support of programs essential to state Air National Guard daily operations, training and readiness missions.

As a member of a Georgia Air National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Manages the Telecommunications Security program for the Group. Works with
    the Network Control Center (NCC) Manager to implement procedures to protect
    information on all networks managed by the NCC.

  • Participates in installation, configuration, operation, administration, monitoring,
    and systems operation documentation, of network and application server
    hardware, operating system software, telecommunications systems, peripheral
    network equipment, and Automated Information Systems (AIS).

  • Performs customer service / control center duties such as accepting trouble
    calls, providing on the spot CIS systems assistance and guidance, routing
    requirement requests to the proper functional area, and documenting all facets of
    customer’s requests for any computer information communications service
    provided by the division.

  • Performs general network and telecommunications systems administration
    within approved existing structure such as resetting user passwords and access
    rights, adding and modifying users, assisting in the configuration of services in a
    variety of systems.

  • Serves as the Communications Security (COMSEC) Manager for all
    cryptographic activities. Acts as the sole point of contact to the Commander
    concerning the Group COMSEC posture.

  • Establishes and manages the Air Force Electronic Key Management System
    (AFKEMS) program for the Group.

  • Prepares Emergency Action Plans (EAPs) operating instructions to ensure
    that the EAPs can be implemented immediately.

  • Performs other duties as assigned.

General Experience: Must have experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.   Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.  

Specialized Experience: Must have at least 24 months experience in analysis of the interrelationship of pertinent components of the system.  Experience planning the sequence of actions necessary to accomplish the assignment.  Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. 

Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements may be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

•Knowledge or experience working with inventory management systems and procedures to ensure proper handling and storage of classified materials.
•Ability to build mission-specific weapon, navigation, communication and intelligence databases, create imagery files for JSTARS surveillance areas and perform post mission analysis.
•Skilled in preparing, editing, analyzing, and coordinating written documentation to develop informational materials designed to reach target audience through various presentation methods that specifically explain and/or describe unit missions, requirements, capabilities, processes, policies and/or programs.
•Knowledge of aircraft mission systems software development process.
•Ability to communicate well both orally and in writing.


Other Requirements: For positions requiring the operation of motor vehicles, applicants must have a valid state driver’s license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Information Technology Specialist (Customer Support) position, the selectee must be assigned to a compatible unit in the Georgia Air National Guard as an Enlisted member in AFSC: 3D052.

Rank inversion is strictly prohibited.

Wear of the Air Force uniform as prescribed by AFR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
