This position is located in the Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistance Secretary of Financial Resources (ASFR), Office of Finance (OF), Office of Program Management and Systems Policy (OPMSP), with vacancies in Washington, DC.


The Office of Program Management and Systems Policy (OPMSP) is responsible for overseeing the management of Department-wide financial systems consistent with the Secretary's June 2001 directive. The Department-wide financial systems include three major accounting systems, a Consolidated Financial Reporting System (CFRS) and a Financial Business Intelligence System (FBIS). The three major accounting systems are: the Healthcare Integrated General Ledger Accounting System (HIGLAS) at the Centers for Medicare and Medicaid Services (CMS), National Business System (NBS) at the National Institutes of Health (NIH), and the Unified Financial Management system (UFMS) for the rest of the Department.  The incumbent for this position will serve as the Supervisor of the Financial Systems Team and report to the Deputy Director of the Office of Program Management and Systems Policy.

The incumbent serves as the Supervisory Financial Systems Specialist for the Financial Systems Team within the Office of Finance (OF), Office of Program Management and Systems Policy (OPMSP). The duties include the following tasks:

  • Provides leadership in the planning, development and execution of long and short term program and budget goals.
  • Manages the design, development and management of Department-wide financial systems within scope, schedule and approved budget.
  • Oversees the Oracle technology environment consisting of Oracle Federal Financials and Oracle technology tools that support Department’s accounting, financial statements and managerial reporting.  
  • Implements the policies and standards for Department-wide financial systems, including responsibility for ensuring the compliance of financial systems with applicable Federal accounting concepts and standards, as well as HHS accounting policies and procedures.
  • Manages all aspects of the enterprise software and hardware life cycle.
  • Performs supervisory duties, including developing a diversified and skilled workforce by hiring and maintaining highly capable staff; managing performance of the staff on regular basis; communicating to the division the assignment, project, problem to be solved, actionable events, milestones, or program issues under review, and deadlines or timelines for completion; ensuring all staff assignments support and are in alignment with the Director’s strategies, goals, and objectives.

Selective Placement Factor: Applicants must currently possess at least one of the following Certifications:


(1)  Senior/Expert Level Federal Acquisition Certification for Program and Project Managers (FAC-P/PM)

(2)  Project Management Professional (PMP) Certification from Project Management Institute (PMI)



Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.


At the GS-15 level:

Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing the full range of supervisory and project management duties for a financial systems team, which includes overseeing the design, development and management of Oracle based financial systems to ensure compliance with Federal financial and accounting policies and procedures.
