This vacancy is for a Lead Accountant position in the Special Surveys Branch, Balance of Payments Division (BPD), located at the U.S. Department of Commerce, Bureau of Economic Analysis in Washington, DC.
The incumbent will serve as a lead accountant for two surveys of cross-border transactions in financial services. The incumbent will carry out tasks that are of critical importance to the accuracy and timeliness of BEA’s international transactions statistics. The incumbent will actively participate in planning and carrying out the work of the division.

The individual selected for this position will:
*Major Duty 1: Assist in conducting and ensuring the integrity of BEA’s international transactions data program carried out by the Balance of Payments Division;
*Major Duty 2: Delegate responsibility and assign projects to other staff members and communicate survey results to account analysts and senior management to ensure correct interpretation of survey data;
*Major Duty 3: Resolve complex reporting issues referred by staff including documenting the data issue and the resolution;
*Major Duty 4: Interpret accounting principles (including U.S. GAAP) as they apply to the financial services surveys;
*Major Duty 5: Research the financial industry to ensure that the BEA surveys reflect the changing economic environment and data needs; and
*Major Duty 6: Develop procedures to collect, review, and evaluate the accuracy of survey data to ensure survey data are in compliance with survey instructions and economic and financial accounting standards.

Basic Requirements for All Bands/Grades
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
BAND LEVEL REQUIREMENTS: BAND-IV (GS-13/14):
- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
To qualify for the band IV (GS-13/14 level), you must meet the basic requirements listed above and have one year of specialized experience equivalent to the next lower grade (GS 12 level) or band III. Specialized experience for this position consist of: experience preparing, analyzing, interpreting accounting principles and presenting accounting and survey data; operating, maintaining, and modifying accounting systems; using survey/accounting information to recommend solutions to management; managing, operating, and analyzing cost accounting systems in connection with manufacturing or other business activities; researching accounting/survey data; communicating with company's and staff, in person and in writing regarding accounting survey data.
