This position is located at the Naval Surface Warfare Center, Corona Division. As an Scientist in the Recent Graduates Program, you will be supporting senior personnel with projects throughout the command as they perform their independent assessment mission by gauging the warfighting capability of weapons and integrated combat systems through assessment of system performance, readiness, quality, supportability, and the adequacy of training.  This includes assisting senior engineers, scientists, and others across the Command while learning NSWC Corona Division's technical capabilities and business lines. 


Recent Graduates selected for this position will serve in a 2 year developmental program.

The Pathways Recent Graduate program will provide you with a unique learning opportunity which will enable you to add to the knowledge that you gained from your college education with real world resume enhancing work experience such as:


Assisting senior personnel in one or more of the following areas: 

·         Developing and applying the engineering disciplines, analysis tools, methodologies, and facilities to assess the readiness, performance, and capability of weapons combat systems, units, and strike groups.

·         Providing Quality and Mission Assurance support to the Navy, Missile Defense Agency, and DoD Inspector General.

·         Establishing requirements and providing the methods, systems, and technical services to assure accurate and uniform test measurement and calibration of all Navy systems and equipment.

·         Providing design and assessment of weapon system physical interfaces and associated gauging.

·         Providing test and training ranges systems engineering solutions for telecommunications, weapons scoring, and range laser safety.

The Office of Personnel Management has identified the following minimum educational requirements for this position (1310/1320 series): An extensive knowledge of engineering principles and theory acquired typically through:


A) Successful completion of a degree in physics; or related degree that includes at least 24 semester hours in physics; or, I have a combination of education and experience demonstrated by coursework that is equivalent to a major in physics (at least 24 semester hours), plus appropriate experience or additional education.



B) Successful completion of a degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; or I have a combination of education and experience with course work that is equivalent to a major in physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.


In addition to meeting the minimum educational requirements above, applicants must have directly related education or experience as follows. In order to qualify for this position, you must have:


FOR THE ND-02 POSITION: Successfully completed the education requirements described in the Basic Education Requirements question above.


FOR THE ND-03 POSITION: One year of specialized experience equivalent to the next lower pay band, ND-02 (GS-05/07 equivalent), in the Federal service performing Professional Scientific work utilizing standard scientific principles, methods and practices to complete engineering work.


Examples of qualifying experience may include:  accomplishing developmental assignments utilizing basic techniques, procedures, and methods; understanding and completing limited scientific designs and projects; or carrying out, interpreting, and explaining basic computations and calculations.


Education may be substituted for ND-03 specialized experience as follows:


·         Successful completion of a master’s or equivalent graduate degree.

·         Successful completion of two years of progressively higher level graduate education leading to a master’s degree.

·         Successful completion of a combination of education and experience as described above that equates to one year of experience.



This position has Selective Placement Factors (screen-outs), which will be used to determine minimum qualifications for this position. Applicants not possessing these Selective Placement Factors will be found ineligible for this position. The Selective Placement Factors are: 


·         United States Citizenship.

Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).


To be eligible for conversion, Recent Graduates must:

·       Be a US Citizen.

·       Successfully completed at least 1-year of continuous service in addition to all requirements of the Program.

·       Demonstrated successful job performance.

·       Met the qualifications for the position to which the Recent Graduate will be converted.



1) A high school whose curriculum has been  approved by a State or local governing body, or a home-school curriculum that has been approved by such a body or a State; and

2) Any of the following educational institutions or curricula that have been accredited by an accrediting body recognized by the secretary of the U.S. Department of Education:

(i) A technical or vocational school;

(ii) A 2-year or 4-year college or university;

(iii) A graduate or professional school (e.g., law school, medical school); or

(iv) A home-school curriculum


Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
