JOB SUMMARY:

The Indian Health Service (IHS) is the principal federal health care provider and health advocate for American Indians and Alaska Natives (AI/AN). The IHS goal is to raise Indian health status to the highest possible level. IHS provides leadership and direction to programs and activities designed to improve health outcomes to over 1.9 million AI/AN through a system of IHS, Tribal and Urban operated facilities and programs.

This Open Continuous Announcement (OCA) allows acceptance of applications throughout the year with eligible applicants being placed on the OCA register and referred for consideration as vacancies occur.  The first Cut-off date for receipt/referral of applications to be considered for available vacant positions will be 11/22/13.  Other Cut-off dates will be established based on the date requests for List of Eligibles are received to fill other vacancies.  10 pt. Veterans' Preference ESEP applicants who submit a complete application after a Cut-off date but before the List of Eligibles is issued, will be considered and referred on the List, if qualified.

Appointment: May be Permanent, Temporary, Excepted Temporary, Excepted Time-Limited, or Term with tour of duty of Full-Time, Part-Time or Intermittent.  The Agency has option of extending Time-Limited and Term appointments for up to a maximum of four years.  Temporary positions NTE 12 months or less are subject to termination at any time.  The Agency has option of extending Temporary position appointments for up to a maximum of two years.  Positions filled by Commissioned Corps will be Full Time Permanent Positions only.

Work Schedule: May be filled as full-time, part-time or intermittent.

  • Provides assessment, diagnosis, psychotherapy utilizing a broad range of assessment and therapeutic resources as indicated by the specific needs of child, juvenile and adult individuals and groups, and their families.
  • Promotes and preserves a psychotherapeutic atmosphere among the professional treatment staff, participates in developing treatment programs for patients, and advises and consults with all levels of professional staff.
  • Provides thorough and concise written documentation of evaluations, treatment and case management services, psychological test summaries, treatment plans, referrals, and correspondence.
  • Responsible for the overall direction and coordination of the services provided in Behavioral Health Department and the direct supervision of department staff members.
  • Provides direct clinical consultation services for various service units in the Aberdeen Area.

    BASIC REQUIREMENT(S):

    DEGREE: Major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

    Clinical psychology- Satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

    In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

    MINIMUM QUALIFICATIONS:

    GS-14:  Your resume must demonstrate at least one year of specialized experience at or equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following types of tasks:  managing a multidisciplinary team of professional and support staff to include planning, directs, and coordinates high quality, comprehensive behavioral health services for inpatient and outpatient of all ages with a wide variety of diagnostic conditions.  Provides direct patient care (evaluation, treatment planning, therapeutic intervention) in qualifying professional behavioral health discipline.

      

    SELECTIVE PLACEMENT FACTOR: Each PHS Clinical Psychologist must possess and maintain a valid, current, unrestricted license or certificate in a State.

    SUPERVISORY OR MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have that potential to develop, the qualities of successful supervision.

    ·Ability to assign to and review work of subordinates, train and work effectively with subordinate from a variety of backgrounds and with different levels/areas of training.

    ·Ability to accomplish the quality and quantity of work expected within set limits of cost and time.

    ·Ability to plan own work and carry out assignments effectively.

    ·Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions relating to the work.

    ·Ability to understand and further management goals as these affect day-to-day work operations.

    ·Ability to develop improvements in or design new work methods and procedures.

    This position requires the selected individual to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

    Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
