JOB SUMMARY:

USAID is an independent Federal Government agency that receives overall foreign policy guidance from the Secretary of State.  With headquarters in Washington, D.C., USAID fosters transformational development around the world.  Our work supports economic growth and trade; agriculture and the environment; education and training; democracy and governance; global health; global partnerships and humanitarian assistance.

This position is located in the Bureau for Africa, Administrative Management Staff (AFR/AMS). The functions of the office are described in ADS Chapter 101. The incumbent of this position serves as the Administrative Specialist and provides direct support to the Office. The incumbent performs a combination of duties requiring the knowledge of a broad range of administrative, management and budget tasks involved in supporting the functional responsibilities of AFR/AMS.

As an Administrative Operations Specialist, you will:

  • Identifiy and assist in performing liaison tasks to support administrative activities of a routine nature, such as answering routine questions affiliated with a particular administrative management issue, i.e. security, supplies, remedy requests, travel, etc.
  • Draft correspondence, recommendations, reports and memoranda related to management and administrative issues.  
  • Work closely with the Budget Analysts in reviewing financial reports of obligations and expenditures.  Reviews and enters data from a variety of sources into forms, reports and schedules.  Receives recurring reports concerning expenditures and analyze these reports to make recommendations on application funds to the Budget Analyst.
  • Plan and develop new methods for coordinating special projects with the AMS Office.  Schedules meetings and makes arrangements such as preparing agendas, notifying participants, and arranging luncheons and similar matters.

GS-7-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-06 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes: a basic foundation of the concepts and principles of the conventional methodology required within the occupation. 
 
GS-9-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes: skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; knowledge of the theory and principles of management and organization.


There is no education requirement for this position. 

Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

WHAT TO EXPECT NEXT:

Applicants are evaluated using an automated applicant assessment system.  After determining basic eligibility and qualifications, the supplemental questionnaire will be used to identify the best qualified applicants to be referred to the hiring manager for consideration and possible interviews.  We will notify you of the outcome after each of these steps.  After making a tentative job offer, we will conduct a suitability/security background investigation.  A final job offer is contingent upon a favorable suitability determination and a favorable SECRET level security clearance investigation and determination.
