This position is located in the Headquarters Operations, Information Technology and Communications Division which provides leadership, planning, policy direction, and oversight for the management of NASA information and all NASA information technology (IT); and ensures the quality of common IT services and activities Headquarters-wide. Serves as a full Deputy to the Division Director/Chief Information Officer (CIO). The CIO is the senior agency advisor on all matters pertaining to IT management and IT security. Performs program planning and management; and provides supervisory and /or managerial responsibilities relative to the staff.

Serves as the lead in planning and developing strategies for planning and developing major agency programs of national scope and impact. Provides IT strategic and tactical planning; IT budgeting and execution; continuity of operations and emergency preparedness; IT security; IT systems engineering and integration; network services and supporting systems; internet protocol (IP) telephony, video and telecommunications services; and acquisition of IT hardware, software, and related support services. Prescribes, develops and implements policies, guidelines, standards, capital investment planning, enterprise architecture, and procedures in support of NASA¿s mission.

Supervises and manages a group of employees providing administrative and technical supervision necessary for accomplishing the work of the unit; performs the administrative and human resource management functions relative to the staff supervised; and provides advice and counsel to workers related to work and administrative matters.

The incumbent is responsible for furthering the goals of equal employment opportunity and diversity by taking positive steps to support the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employment practices in all areas under his/her supervision.

Responsible for developing and maintaining continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work both independently and cooperatively with key stake holders to provide quality service. Establish goals, performance and accountability measures to ensure staff are meeting time lines, working efficiently, working within budgetary guidelines, and providing high levels of customer and service delivery.

Specialized experience includes providing program planning and management to integrate the administrative functions to implement strategies, tactical planning, and risk factors to determine impact if internet protocol (IP) provides an identification and location system for computers on networks and routes traffic across the internet on firewalls, switches, routers, devices and policies.
