JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the  US Army Installation Management CMD, US Army Garrison- Hawaii, DPTMS, Security Division, Schofield Barracks, Hawaii.

Serve as a Security Specialist in a Garrison Security Office within the Installation Management Command (IMCOM) responsible for the development and management of the Garrison's intelligence and security functions with emphasis on Personnel Security. Duties include performing Personnel Security, Information Security, Industrial Security, foreign disclosure, technology transfer, and various sensitive intelligence programs. Provides definitive technical advice and assistance to senior authorities and the installation workforce regarding establishment of a comprehensive security program. Provide program oversight for the implementation processes at the installation. Administer policies, practices and metrics that reflect the security posture of the garrison and tenant activities on the installations. Conduct analyses to identify program issues and develops/implement remedial actions. Evaluates security resources and initiates programming, budgeting and manpower actions to address requirements.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as:

One year progressively responsible intelligence-related security work with one or more security program with emphasis on Personnel Security. Experience applying personnel security principles, concepts and methodologies in order to carry out recurring assignment for the Personnel Security Program and one or more security programs (e.g. Information Security, Industrial Security, and Security Training). Credible experience my include previous military intelligence experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service ( GG/GS-09).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

·   Execution/Oversight of Personnel Security Program

·   Review, Evaluate & Implement Personnel Security

.    Plan, Develop and Present Security Education, Training and Awareness Information

·   Information and Industrial Security

NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

    CONDITIONS OF EMPLOYMENT

    Must be able to obtain and maintain a  Top Secret security clearance   based on a SSBI with eligibility for sensitive compartmented information (SCI)

    In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

    Temporary Duty Tavel (TDY) is 10% of the work schedule.

    Permanent Change of Station is not authorized
