Everyday our Management and Program Analysts (Quality Management Specialist) serve as a communications bridge between the component leadership HQ, OPQ, and other USCIS offices for quality management matters, ensuring the effective implementation of quality policies and procedures

As an Management and Program Analyst (Quality Management Specialist) within the United States Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Field Office Directorate (FOD), your duties will include:

 

  • Serve as the District Director’s technical authority and subject matter expert concerning quality management procedures, including cost savings analysis, process improvement studies and projects, as well as provides support to Directorate-wide quality assurance programs and is a principal point of contact to the District’s management team when interfacing with other offices in matters related to quality management.
  • Lead District and Field Office process improvement teams in their efforts to achieve continuous process improvements and greater efficiency in local processes.  These efficiency efforts will entail training and mentoring team members in process improvement methodology incorporating process mapping, data analysis tools and techniques, as well as other problem solving techniques on an as needed basis.
  • Serve as a communications bridge between the District leadership, Regional Office, FOD HQ, Office of Performance and Quality, and other USCIS offices for quality management matters, ensuring the effective implementation of quality policies and procedures. Conducts and participates in regular teleconference calls, meetings and communications between the field, Headquarters and other parties.
  • Assess and determine whether the information needs of local managers, ISO’s, ISAs and administrative staff are being fulfilled on an ongoing basis.
  • Prepare reports regarding quality management program activities and accomplishments for submission to appropriate offices.  Prepares periodic reports to component officials/leaders on problems identified, savings generated and any improvements recommended to improve the quality and efficiency of component operations.

GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, equivalent to at least the GS-12 level in the federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must also have experience performing the following duties:

 

  • Preparing and maintaining files documenting patterns or trends for use in providing feedback to supervisors and management or to identify training needs.
  • Planning and implementing quality improvement projects to develop, document, and implement effective and efficient cost saving soloutions.
  • Analyzing program needs, recommending policies and formulating procedures for local offices and managers.
  • Preparing reports regarding Quality Assurance activities and accomplishments for submission to appropriate offices


EDUCATIONAL SUBSTITUTION: There is no Educational Substitution for this grade level.

Probationary Period: You may be required to serve a probationary period of 1 year.

 

TRAVEL: Frequent travel may be required.

Residency Requirement:  There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services.  This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
