JOB SUMMARY:

About the Position:
US Army Criminal Investigation Laboratory (USACIL) is an organization that provides forensic laboratory support to Overseas Contingency Operations (OCO), intelligence organizations and legal agencies, as well as other federal and non-federal agencies.

Serves as the forensic laboratory management system/expeditionary laboratory management system LMS/eLMS Systems Analyst/Administrator for the Defense Forensic Science Center(DFSC)LMS. Maintains and administers all operational elements of the LMS/eLMS and associated databases in both a Local Area Network (LAN) and Wide Area Network (WAN) environment, and other associated databases, which operate on a combination of client and server systems. Works directly with the DFSC Chief and LMS Operations Team to perform a variety of analyses, coordinations, interpretations, policy, and procedural tasks to ensure integration of the LMS/eLMS with the operating LMS across the DOD services world-wide. As the DFSC, LMS/eLMS/LMS is an integrated system, serves as responsible analyst for the e/LMS and backup administrator for the LMS. Provides full customer support to all LMS/eLMS users.

Basic Requirement:

All applicants must demonstrate in their resume possession of IT-related experience demonstrating each of the following four competencies listed below:

(1) Attention to Detail - ensuring that approved system changes are precisely applied to assure the fidelity of underlying data of Law Enforcement Sensitive electronic Chains of Evidence Custody complementary evidence accountability;

(2) Customer Service - conducting customer services to resolve system issues affecting the customer's contribution to the overall productivity of the laboratory meeting its DoD responsibility in processing forensic science associated with the prosecution of criminal cases;

(3) Oral Communication - possess oral communication skills to explain complex IT concepts in terms that customers and non-IT related personnel can comprehend; complementary active listening skills to promote positive customer services as well as explaining controversial or sensitive issues to fellow IT professionals and non-IT personnel; and

(4) Problem Solving - resolving information service denials of services to restore the productivity of the laboratory processing forensic sciences cases in support of criminal prosecution; ability to analyze data to identify the root cause(s) of denial of service to develop corrective courses of action that could result in mission failure.

Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: maintaining and administering all operational elements of management systems and associated databases in Local Area Networks (LAN) and Wide Area Networks (WAN) environments; and performing a variety of analyses, coordination, interpretation, policy, and procedure tasks to ensure integration of management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas: 

  •  Expert knowledge to design and implement document management systems, equipment management systems and materiel management systems.
  • Expert knowledge and familiarity with the workflow analysis within a forensic laboratory to support the integration of analytical instrumentation and software into the eLMS.
  • Skill and ability to develop, document and test new functionality requirements.
  • Skill and ability to monitor, evaluate and assess LMS/eLMS processes and procedures to ensure quality and maintain integrity of data.
  • Mastery of system software design and the latest ADP innovations within industry to serve as an expert technical advisor in the resolution of critical problems in existing systems, developing completely new systems designs and advising user management on new developments and advanced techniques.
