This position manages the Computing Support Branch (CSB) within the United States Naval Academy Division of Engineering and Weapons and reports directly to the Engineering and Weapons Technical Support Director.  The facilities of the Computing Support Branch support midshipmen in education in all departments of the Division of Engineering and Weapons.  These facilities support the Naval Academy at large where high-quality computer graphics, computer-aided design (CAD), computer-aided manufacturing (CAM) and computer-aided engineering (CAE) capabilities are required.  The selectee designs, develops, implements, modifies, evaluates and maintains the programs which comprise the operating system and systems software of the computers, computer networks, and sophisticated computer-aided design interactive graphics devices operated by the Computing Support Branch.

The duties of this position include but are not limited to the following:

 

  • Instruct faculty, staff, and students on programming languages, operating systems, interpreters, compliers, utilities, editors, graphic software systems or computer networking and computer communications concepts 
  • Install, support, maintain or modify existing vendor-supplied operating systems such as Windows, UNIX, or SUN-OS to meet departmental needs
  • Assist in planning, projecting, or fulfilling information technology requirements for customers by soliciting feedback from faculty and staff
  • Plan, project, and fulfill the information technology requirements for all customers
  • Provide direction and expertise in the area of information technology systems and programming to the Computing Support Branch group
  • Plan efficient utilization of computers, both long and short term, for the Computing Support Branch and the Division of Engineering and Weapons including lifecycle management

Your resume must demonstrate at least one year of specialized experience troubleshooting, maintaining, repairing, and modifying information technology systems used in laboratory work in a higher education environment at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate duties such as the following:

Assisting in developing, planning, or creating specification statements for the procurement and implementation of new systems by using knowledge of system design and programming techniques; Providing technical advice to users who are working on programming, interactive graphics, or other computer-related projects; Assisting in evaluating proposed new hardware and software and its effects on existing system characteristics; Planning, designing, procuring, or implementing new systems or networks in support of laboratory work in a higher education environment; Recommending the implementation of new hardware and software systems in support of educational and research projects; Reducing customer service response times for IT personnel and improving the quality of services provided, Projecting and planning system upgrades and life cycle replacements; and Analyzing and projecting academic programs to determine future IT requirements.  

    Applicants must also possess IT-related experience demonstrating each of the four competencies as defined: 1) Attention to Detail - being thorough when providing oversight of information technology and conscientious about attending to detail in the application of IT network policies and procedures; 2) Customer Service - working with clients and customers (e.g., senior management officials, information technology personnel, research and development organizations, the general public) to assess technology needs of a network, providing technical information or assistance, resolving network problems, or satisfying expectations; knowledgeable about innovations in network IT products and services; and committed to providing quality products and services; 3) Oral Communication - expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information; delivering technically authoritative and persuasive oral presentations; listening to others, attending to nonverbal cues, and responding appropriately; and 4) Problem Solving - identifying network technology problems; determining accuracy and relevance of information; and using expert judgment to generate and evaluate alternatives, and to make recommendations.

REQUIREMENTS:
