JOB SUMMARY:

MINNESOTA ARMY NATIONAL GUARD

This position is located in the Joint Force Headquarters-State (JFHQ-ST), Adjutant General's Personal Staff, Office of the Inspector General.   This position will function as a journeyman level Inspector General (IG) with a focus on investigator duties and responsibilities.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible MOS in the Minnesota Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Army National Guard must be eligible for immediate enlistment or appointment. Serves as a specialist to the State IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance.  Conducts oversight and quality review for investigations into allegations, ensuring thoroughness, impartiality, and appropriateness of any action taken.  Incumbent hears a variety of IG complaints, grievances, inquiries, and/or suggestions at any time from military members (retired and active), civilians, and dependents.  Employee determines the nature of the complaint and the specific issues to be addressed. Briefs and instructs IOs regarding matters to be investigated and applicable evidence rules.Provides unit training and guidance to command and personnel on the process and the procedures for filing IG complaints or IGARs. Assists in the establishment and implements the Fraud, Waste and Abuse (FWA) program in accordance with United States Army and Air Force Guidance and the applicable requirements and guidelines set out in the Department of Defense (DoD) Hotline program for reporting Fraud, Waste and Abuse complaints. Conducts the State’s Inspector General Program, ensuring that complaints/issues presented, rightfully belong in the IG process. Resolves issues regarding complaints or IGARs, which are received within the Inspector.  Provides assistance and advice to the State Inspector General or Adjutant General, as required, on all matters subject to the jurisdiction of the Office of the State Inspector and as directed by the Adjutant General.  Provides assistance with Privacy Act matters relating to the State National Guard in the IG office, which includes Freedom of Information Act responsibilities. Performs other duties as assigned.

GENERAL EXPERIENCE:  Ability to understand legal provisions, regulations, and administrative procedures and to apply them to specific situations.  Ability to analyze narrative and numerical data, draw conclusions, and make decisions.  Ability to communicate with others effectively, both orally and in writing.


SPECIALIZED EXPERIENCE:  GS-11 requires 36 months experience, education, or training involving a thorough knowledge of inspection, investigation, enforcement, and compliance methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs.  Experience possessed by an expert in the area of inspection, investigation, enforcement, and compliance specialization able to give technical direction to otherwise competent workers.  Experience determining compliance when difficult and questionable interpretations are found.  Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailed inspection or investigation assignments) involving individual or organizational contacts.  Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:   Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To ensure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

AREAS OF PRIORITY: In accordance with MN National Guard Regulation 690-335 (Army) or 36-1 (Air), applications will be forwarded to the selecting official to conduct interviews by area of priority listed below:

Area 1: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Army National Guard.

Area 2: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Air National Guard Statewide (133rd Airlift Wing and 148th Fighter Wing) who were initially hired based on a posted job vacancy.

Area 3: Minnesota National Guard technicians who have not previously competed and traditional Minnesota National Guard members.

Area 4: National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Army National Guard.
