JOB SUMMARY:

ARKANSAS NATIONAL GUARD 

MILITARY GRADE REQUIREMENT:  Enlisted, Not to Exceed MSgt/E-7

NOMINATING OFFICIAL:  CMSgt Kenneth Pulliam, Aircraft Maintenance Supervisor

DUTY LOCATION:  189th Airlift Wing (AW), Arkansas Air National Guard (AR ANG), Little Rock Air Force Base (LRAFB), Arkansas 

MILITARY REQUIREMENTS:  This is an Excepted (Dual Status Military Technician) position that requires active membership in a compatible skill in the Arkansas Air National Guard.  Selectee must be a member of the Arkansas Air National Guard and be assigned to the 189th AW in a compatible military position in Air Force Specialty Code (AFSC) 2A7X0.  Must become compatible in the AFSC within 12 months of appointment.  Must possess or be able to obtain a Secret Security Clearance. Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion).  Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

The incumbent plans weekly or monthly work schedules and sequence of operations.  Establishes deadlines and priorities based on established general schedules, methods and policies.  Determines skills, materials and equipmentrequired to do the work.  Assigns tasksto be performed.  Explains workrequirements, methods and procedures.  Instructs subordinates on new procedures or methods and providesassistance on difficult or new problem areas.  Recommends and participates in the selection of personnel to fill vacancies.  Schedules and approves leaveof subordinates.  Sets performance requirements and makes formal andinformal performance appraisals.  Performs the non-supervisory work of the function as needed. Implements regulatory safety requirements.  Ensures that subordinates wear appropriatesafety equipment and follow pertinent safety precautions.   Prepares for and participates in varioustypes of readiness evaluations, inspections, mobilization and command supportexercises.  Performs other duties asassigned.

SPECIALIZED QUALIFICATION REQUIREMENTS:  Must have a least 36 months experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes.

PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following:  (1) Knowledge of maintenance management IAW AFI 21-101, ANG Sup 1 and other applicable directives.  (2) Ability to evaluate workloads, production and compliance with governing directives and to establish priorities and goals for the Fabrication Element.  (3) Ability to resolve technical problems, institute improvements in tools, equipment and procedures and to efficiently utilize personnel and space.  (4) Knowledge of safety and environmental requirements applicable to aircraft and industrial activities.  (5) Ability to manage the maintenance training programs for the Fabrication Element.  (6) Knowledge of planning and budgeting operations.  (7) Ability to schedule personnel, material and equipment to meet mission requirements.  (8) Completion of appropriate technical school, CDC courses and/or supervisory training.

OTHER INFORMATION:

This position with the Arkansas National Guard is a Title 32 USC 709 position, not Title 5, and as such has different Reduction In Force (RIF) criteria, certain grade and promotion limitations, and no Veterans Preference. Direct Deposit/Electronic Funds Transfer of Civilian Pay is required as a condition of employment/promotion/reassignment. Initial in-processing of new employees will include enrollment procedures. Permanent Change of Station (PCS) may be authorized in accordance with Joint Travel Regulations (JTR). For those individuals at the 188th FW applying for this position, a relocation Incentive, up to 25% of a technician's basic pay, may be paid upon appointment with a 24-month Service Agreement.
