The Library of Congress serves the Congress in fulfilling its duties and preserves and promotes knowledge and creativity for the benefit of the American people. The Information Technology Specialist is responsible for the definition and specifications of requirements, and the design and development, implementation and support of software for the Library, the Congress and other legislative agencies. They analyze user needs in processes related to bibliographic, copyright, inventory, legislative, reference research, finance, personnel, and preservation of library materials and develop Web sites related to Library subject areas. The work of this position involves computer systems analysis, design and programming, including analysis of subject matter processes or problems, and the design, implementation and support of Web-based systems for accomplishment of work through application of computer technology.
The position is located in the Research and Development Directorate, Information Technology Services, Office of Strategic Initiatives. Selectees will be placed in one of five application/system support groups within the Research and Development Directorate.

Independently designs, develops, and manages major software projects in a specified specialty area to satisfy complex new or changed current or future business requirements. Independently performs specialized data analysis to help understand an organization's concerns. Conducts top-down data modeling sessions with user subject matter experts. Formulates conceptual data models, entity and attribute definitions.
Utilizes statistical data processing and other methods and techniques, conducts analyses to support strategic planning, budget forecasting, workforce and staffing analysis, project management, and office automation. Identifies areas of insufficient data availability and recommends methods and procedures for collecting and aggregating data. Participates in information requirements analysis to evaluate the need for specific data reporting procedures.
Provides expert analysis and advice on complex program related information technology (IT) issues or problems where novel analytical techniques and methods must be developed to identify and evaluate findings.
Collaborates with a specialized group of programmers on complex, multi-faceted prototype systems, primarily Internet information retrieval systems.
Manages and coordinates contract administration activities for long-term, extensive technical service contracts. Independently assesses contractor procedures for analysis, design, development, testing, and supporting IT systems.
