Area of Consideration: Open only to current Georgia Army National Guard Commissioned Officers with the rank of Captain thru Major.

Position Location: JFHQ-J3, Plans and Operations Branch, Clay National Guard Center, Marietta, Georgia. 

Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Army National Guard Membership.

Job Summary: This position is located in the Joint Force Headquarters, Plans, Operations and Readiness Directorate - J3, Joint Operations Center (JOC). The purpose of this position is to serve as a Plans and Operations Specialist, develop plans and procedures, and coordinate preparations for state active duty and the operational employment of ARNG personnel and military resources.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Plans & Operations Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Serves as the State NG focal point for Crisis Action Planning and the Officer in Charge of the Joint Operations Center (JOC) that remains operational 24 hours/7 days a week.
  • Responsible to establish and validate procedures, practices and tasks that provide command staffs located in the JOC, designated geographically separated Quick Reaction Force Platforms and the ANG Survival Recovery Center effective situational awareness and continuous command and control over tasked organizations and members.
  • Responsible for command and control crisis action training and certification program.
  • Participates as an Operations Officer in the Joint Operations Center (JOC).
  • Responsible for the administrative over-site of the command and control network to include defining required system capabilities, e.g. communications and collaborating with J6 administrators to identify specific equipment to meet mission needs; budgeting for and the purchase of crisis action infrastructure; and identifying and securing resourcing for full-time staffing for effective 24/7 continuous operations, as well as system readiness needs.
  • Performs other duties as assigned.

General Experience: Applicant must have experience which provided a general knowledge of principles of organization, management, and administration and experience using computer and automation systems.

Specialized Experience:  Applicant must have at least 36 months specialized experience or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions; experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations; experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures; experience preparing written communications and oral presentations.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of training program principles and practices and skill in establishing, executing and evaluating training program effectiveness and incorporating changes to meet mission requirements.
  • In-depth understanding of the end state objectives to sequence program events, set milestones and change priorities within a fluid time constrained environment.
  • Skill in analytical thinking and evaluative methods sufficient to analyze standards, procedures, and work processes to continually improve them to meet tasking agency and public requirements, while maintaining compliance with regulatory provisions in full-spectrum crisis action planning, operational protocols, procedures and impacts; doctrinal programs; Federal and State mobilization processes; force structures and readiness postures; and NG wartime and peacetime missions.
  • Skill in leading and participating in complex, fluid negotiations with various DoD, Federal and state command authorities, Federal and state agencies and contractors.
  • Skill in oral and written communications to prepare and present briefings/project papers, and staff reports; coordinate planning efforts; and manage programming activities, to effectively communicate requirements with staff and line personnel to encourage understanding and acceptance of findings and recommendations, and to collaborate or negotiate with senior civil and military leaders.
  • Skill in budget analysis sufficient to develop budgetary requirements and recommendations for Assigned command and control centers and operational endeavors.
  • Ability to analyze and evaluate diverse data and formulate into coherent practical operation plans, processes and procedures.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment.

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Plans & Operations Specialist position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Officer in OBR: 42B/H, 92A; OAOC: 24A, 34A, 53A, 59A. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
