Location: This position is within the Office of Acquisition, Logistics & Construction, Office of Acquisition & Logistics, National Acquisition Center, Denver Acquisition & Logistics Center.

Area of ConsiderationTo be eligible under Merit Promotion, you must be a current VA employee working in the Denver Acquisition and Logistics Center (DALC) and have an eligibility listed below.

Competitive Merit Promotion:

·         Transfer eligibles: Current DALC employees with career or career-conditional appointments in the competitive service that hold, or have held a career or career-conditional position at a lower grade level as the position being announced. An SF-50 must be provided that shows appointment in the competitive service.

Non-Competitive Merit Promotion:

·         Current DALC employees who are disabled veterans receiving 30% or more disability compensation from the VA

·         Current DALC employees who are individuals with severe disabilities (eligible for Schedule A appointments)

·         Current DALC employees who are eligible under other non-competitive appointment authorities such as: Military spouses under E.O. 13473; Present and former Peace Corps, Vista or Action volunteers; former Foreign Service officers and employees

Major Duties:

The Facility Operations Specialist performs work to support a variety of administrative services at DALC. Specifically, you will:  

·         Assure compliance with all certification, safety, fire prevention, and security program requirements.

·         Coordinate with GSA and the Landlord activities providing services such as plumbing, utility, water, and sewage treatment, telephone, janitorial and elevator service.

·         Inspect contractors’ work for compliance with specifications or standards.

·         Determine and forecast funding requirements.

·         Justify budget requests.

Qualifications must be met by the Closing Date: You must meet all qualification and eligibility requirements by Monday, November 18, 2013.

To qualify at the GS-07 level, you must have at least one of the following:

A. At least one year of specialized experience equivalent to the GS-5 level or higher, or the equivalent in other pay systems. This experience may also have been obtained in the private sector, but it must demonstrate that it is comparable to the GS grade indicated. Specialized experience includes: assisting in the operation, maintenance, repair and construction of building systems and equipment; coordinating activities with building owners to provide specific building services; and  assuring compliance with all certification, safety, fire prevention and security program requirements.

OR

B. Completed a course of study with a major in any field and meet the Superior Academic Achievement provisions based on one of the following: (1) class standing (upper third standing in graduating class); (2) grade-point average (2.95 overall or over the last two years of bachelor's degree -or- 3.45 in your major field or over the last two years in your major); or (3) election to membership in a national scholastic honor society. NOTE: You must submit copies of college transcripts.

 

OR

C. One full year (18 hours) of graduate level education. Such education must be relevant to the position and demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: You must submit copies of college transcripts.

 

OR

 

D. A combination of graduate education and specialized experience that is qualifying for this position. Note: To determine if you qualify by combining experience and education, compute your total qualifying experience as a percentage of the total experience required; then determine your education as a percentage of the total education required. Add the two percentages. The total percentages must equal at least 100% to qualify. NOTE: You must submit copies of college transcripts.

To qualify at the GS-09 level, you must have at least one of the following:

A. At least one year of specialized experience equivalent to the GS-7 level or higher, or the equivalent in other pay systems. This experience may also have been obtained in the private sector, but it must demonstrate that it is comparable to the GS grade indicated. Specialized experience includes work that involved the operation, maintenance, repair and construction of building systems and equipment, including heating/ventilation/air conditioning, electrical, plumbing systems, and interior and exterior maintenance services; coordinating activities with building owners to provide specific building services; acquiring supplies and services to meet the purchase, rental or lease needs of an organization; and assuring compliance with all certification, safety, fire prevention and security program requirements.

OR

B. Completed a Master's or equivalent graduate degree or 2 full years (36 semester hours or equivalent) of progressively higher level graduate education leading to such a degree. This education demonstrates the competencies necessary to do the work of this position. (Note: You must provide copies of your transcripts with your application.)

OR

C. An equivalent combination of specialized experience and graduate education listed above. Only education in excess of one full year (18 semester hours or equivalent) of graduate education may be credited. To calculate, first determine your total qualifying experience as a percentage of the specialized experience required; then determine your qualifying graduate education as a percentage of the education required; add the two percentages. The total must equal at least 100 percent to qualify under this provision. (Note: You must provide copies of your transcripts with your application.) 

 

Part-Time or Unpaid Experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

REQUIREMENTS:

  • Background Investigation: You may need to successfully complete a background investigation before appointed into the position.
  • Probationary Period: You may be required to serve a one year probationary period.
  • Time in Grade (TIG): Current employees must have a minimum of 52 weeks at the next lower grade GS-grade level to be eligible under Merit Promotion. An SF-50 must be provided which shows your current pay plan/series/grade to verify time-in-grade requirements are met. Failure to provide an appropriate SF-50 will result in an ineligible rating.
  • Relocation Expenses: Relocation expenses are not authorized for this position.
  • Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
  • Must have and maintain a valid Colorado Driver’s License.
  • Must take, pass and continue validation of federal driver’s safety courses.
  • Must maintain continuous security authorization.
  • This is a bargaining unit position.

OTHER INFORMATION:

Creditable Service for Annual Leave Accrual for Non-Federal Work Experience and Experience in the Uniformed Service: At the sole discretion of the Agency, newly appointed Federal employees may be given credit for their job-related non-federal experience or active duty uniformed military service toward the accrual of annual leave.
