The selectee serves as a Supervisory Financial Management Analyst for the United States Naval Academy.  The position is located in the Comptroller Department under the Deputy of Finance.  The selectee performs or advises on work in the planning and programming phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) system.   

 

KEY REQUIREMENTS

The duties of this position include but are not limited to the following:

 

  • Perform or advise on work in the planning and programming phases of the DoD Planning, Programming, Budgeting, and Execution (PPBE) System
  • Interpret budgetary policies and practices for the Naval Academy by reviewing Navy strategic documents such as Navy Strategic Plan (NSP), CNO guidance, and the Navy Vision Document
  • Analyze costs and benefits of alternate methods of financial management of organizations programs and administrative operations
  • Review and evaluate budget requests, control, and reporting of obligations and expenditures for cost centers
  • Assist others in interpreting financial policies and regulations by using knowledge of budgetary principles and standards

To qualify for the Supervisory Financial Management Analyst position at the GS-11 grade level:

Your resume must demonstrate at least one year of specialized experience tracking and reviewing financial data for Naval Academy program resources by utilizing the planning and programming phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) system at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate duties such as the following:

Preparing cost estimates for Naval Academy program objectives by using knowledge of budgetary policies, procedures and regulations; Assisting in the development of the Naval Academy's Program Objectives Memorandum (POM) by providing input for budget lines; Leading others in analyzing budgetary problems and developing alternative solutions to financial issues; and Assisting others in interpreting financial policies and regulations by using knowledge of budgetary principles and standards.

    Applicants must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities necessary to do the work or a combination of education and experience.
    To qualify for the Supervisory Financial Management Analyst position at the GS-12 grade level:

      Your resume must demonstrate at least one year of specialized experience analyzing and evaluating financial data for Naval Academy program resources by utilizing the planning and programming phases of the DoD Planning, Programming, Budgeting and Execution (PPBE) System at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate duties such as the following:

      Assisting in the development of the Naval Academy's Program Objectives Memorandum (POM) by analyzing financial data for multiple cost centers; Assisting in the development of budget exhibits for BSO financial plans by conducting analysis of spending or cost projections; Evaluating budget requests, control, and reporting of obligations and expenditures for cost centers; Assisting program managers in interpreting the impact of and planning for financial or budgetary program changes; and Presenting or defending cost estimates to management for Naval Academy program objectives by developing financial data reports.
