This position is located in the Comptroller Department under the Deputy for Finance at the United States Naval Academy. United States Naval Academy university-type programs such as gift funds are unique within the Navy and require new approaches in programming funds and in managing related investments. The presence at United States Naval Academy of private unique organizations such as the Naval Academy Athletic Association, the Naval Academy Foundation and the Naval Institute along with the United States Naval Academy Non-Appropriated Fund for supplemental mission activities raise many unusual issues in the area of budget policy and financial management.

  • Manage all aspects of the Gift and Reimbursable Funds for United States Naval Academy
  • Ensure the financial integrity, timeliness, accuracy and validity of supporting managerial accounting, budget execution, and financial management reports for USNA gift and reimbursable accounts 
  • Set-up accounts and process checks from individuals or organizations making financial donations
  • Analyzes costs to plan the execution of financial transactions (i.e., acquisition, distribution, and transfer or funds) for gift and reimbursable funds

To qualify for a GS-12 your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

Experience compiling, analyzing, and summarizing financial and budgetary information related to an organization's financial programs

Experience translating organizational needs and objectives into budget dollars and the funding actions required to accomplish them

Experience using common budget and/or finance practices, procedures, regulations, precedents, policies, and guides to relate needs and accomplishments of the organization to anticipated or actual dollar figures in budget

Experience preparing register of donations (cash and gift-in-kind) in accordance with policies, regulations and guidelines of reimbursable and gift accounts

Experience making recommendations for improved efficiency and effectiveness of operations to management official

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level.
