The El Paso VAHCS is part of VISN 18 Network, and is a standalone ambulatory care facility with over 600 employees and growing. We are an out-patient clinic with working hours from 8:00 am to 4:45 pm, Mondays through Fridays.

The registered nurse provides care and counseling of persons or in the promotion and maintenance of health and prevention of illness and injury based upon the nursing process which includes systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses . The nurse’s primary commitment is to the patient, whether an individual, family, group, or community (ANA Code of Ethics for Nurses). Professional nursing” means the performance of an act that requires substantial specialized judgment and skill, the proper performance of which is based on knowledge and application of the principles of biological, physical, and social science as acquired by a completed course in an approved school of professional nursing. The El Paso VA Healthcare System is an outpatient facility serving medical, surgical, and psychiatric clinics, in addition to community-based outpatient clinics (CBOC). Home-Based Primary Care is provided in the veteran’s home and tele-health options are used throughout the system. Substantial portions of the catchment area are rural.
The incumbent functions as the Utilization Management (UM) Coordinator for the facility providing guidance for the facility’s Utilization Management Program to care line managers, program coordinators and staff in support of the facility and VISN 18 UM Plan and strategic goals. The UM Coordinator will evaluate and recommend resources necessary to accomplish these goals in collaboration with Medical Care Cost Finance (MCCF) or Health Administration Service (HAS), Veterans Information Systems (VIRS), Business Office, Fiscal Resource Management Services (FRMS) and others as indicated. The incumbent possesses knowledge of UM processes and current standards of care as a foundation for an effective UM program to include: utilization review (UR), third party payer collection process, compliance guidelines and the ability to interact with a wide vañety of employees including senior management, service chiefs, clinicians and support staff. He/she demonstrates a high level of clinical practice knowledge and leadership skills in support of the UM program to improve patient care services across the facility. The incumbent supports the health care center’s mission by possessing and exemplifying the Eight Core Competencies of the High Performance Development Model.

BASIC REQUIREMENTS:   

  • U.S. citizenship.  Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Full unrestricted Licensure, Certification, or Registration required
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.  The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing.  Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript.   • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  
GRADE DETERMINATIONS:
Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel.

The criteria are as follows:
  • Practice: practice, ethics and resource utilization;
  • Professional Development: performance, education/career development; 
  • Collaboration; collaboration, collegiality;
  • Scientific Inquiry: quality of care, research.
