The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164, for the above position(s) in DDESS Schools. This vacancy announcement will be used for the purpose of filling this permanent, full-time position.  

Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).   DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.   The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.

The selectee will be required to sign a mobility agreement as a condition of employment.

The purpose of this position is to collect, analyze, and ensure the integrity of a variety of student level data.  Under the direction of DoDEA Headquarters and the Area/District Superintendents, performs the following duties at the district and school level:  conducts and writes summative reports of data analysis; gathers data from a variety of sources, including but not limited to classroom observations, interviews, and focus groups.  Works with a team of HQ Education Analysts to develop and deliver modules and data templates for training principals, teachers, parents, and other district personnel on the interpretation and use of the data.

Ensures the integrity of student level data entered, to include enrollment, scholarship data, and grades.  Ensures the accuracy and completeness of assessment data such as TerraNova, AP, SAT. 

Serves as the district level point of contact for access to restricted data such as Customer Satisfaction Surveys, assessment files, etc.  Conducts program review and data analysis as requested by the District Superintendent/Area Director.

Professional Experience Requirement:  

Applicant must demonstrate at least 2 years of experience in applying research principles and methods that required a broad and thorough knowledge of one or more scientific fields or interdisciplinary areas to educational research work.  At least one year of this experience must have been of sufficient difficulty and responsibility to be equivalent to GS-11 level.



Professiona Education Requirement:  A Master's degree that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least one course was in research methods and at least two courses were in statistics.  Please submit a copy of your official undergraduate and graduate course work with your supporting documentation.

It is strongly recommended that applicants address the following in their resumes/application.

Applicant should have intermediate to advanced skills in the use of statistical computer software such as SPSS, SAS, STATA, WESTVAR; to manage, manipulate and analyze data.

Ability to perform basic data analysis using inferential statistics and qualitative analysis using computer software.

Ability to accurately interpret and report district and school level data.

Knowledge and experience with data collection, analysis, interpretation and reporting.

Strong interpersonal, communication, organization, and problem solving skills.

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulation (JTR) and an agency determination that a PCS move is in the best interest of the government.  Local commuting area is defined as the geographic area surrounding a work site that encompasses the localities where people live and can reasonably be expected to travel back and forth daily to work based on the generallyl held expectations of the local community.   (5 CFF 575.203)

Your pay will be set within the range specified in this vacancy announcement and will be based on the requirements of the position, your qualification, education, experience, training, and availability of funds.
If you are selected for this position and are not a current DDESS employee, the documentation you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 on your entry-on-duty date will be verified through the DHS 'E-Verify' system.  Federal law requires DDESS to use the E-Verify system to confirm the employment eligibility of all new hires.  Under this system, the new hire is required to resolve any identified discrepancies within eight (8) Federal government work days as a condition of continued employment. 

Selectee must undergo Background Checks IAW DoDI 1402.5 (e.g. Local Files Check, State Criminal History Records Check, and National Agency Check Inquires).  Employment in these positions is subject to successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet/maintain these requirements may be grounds for termination.

Condition of Employment:  Selectee will be required to participate in Direct Deposit/Electronic Fund Transfer as a condition of employment, reassignment, or promotion, in accordance with DoD Regulation 7000.14-R.
