JOB SUMMARY:

The Library of Congress serves the Congress in fulfilling its duties and preserves and promotes knowledge and creativity for the benefit of the American people. It is the nation's oldest federal cultural institution and the world's largest library, with more than 155 million items in its physical collections (including books, manuscripts, prints, photos, film, video, and sound recordings) and over 37 million items online. Located primarily on Capitol Hill in Washington, D.C., the Library is the home of the U.S. Copyright Office, the Congressional Research Service (CRS), the Law Library of Congress, and the National Library Service for the Blind and Physically Handicapped.

The position serves as a Solutions Architect and is responsible for strategically designing, developing and implementing efficient information technology solutions in support of core organizational functions. The incumbent provides technical expertise and leadership, and performs complex application analysis, design, and implementation duties.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

    Provides technical and architectural leadership for systems and projects. Serves as technical leader on projects, and leads and participates in technical design sessions. Leads the design of new applications/solutions from conception to completion. Ensures that a maximally robust design is developed. Works closely with fellow team members to rapidly build and deploy technical solutions. Participates in the technical oversight of sub-systems design and development and integration into the overall enterprise solution. Verifies stability, interoperability, portability, security, and scalability of application architectures. Handles responsibility for overall performance of delivered applications and projects.

    Utilizes judgment to research, interpret, modify, and develop technical solutions that meet business requirements. Possesses knowledge of many technologies and accurately judges their applicability to specific situations. Evaluates applications' development needs and applies technical principles and concepts to develop business solutions. Performs trade-off analysis. Evaluates the cost/benefits of various solutions using different technologies, and assures that the solution addresses user expectations. Analyzes alternatives and recommends solutions relating to the complete life cycle for information systems and information systems components. Recommends the purchase of new and/or commercial off-the-shelf systems (COTS). Develops recommendations and proposals.

    Independently reviews and analyzes existing software solutions for continued effectiveness in meeting business and technology needs. Identifies deficiencies in existing system designs and recommends solutions for improvement. Performs reviews of technical architectures and components. Analyzes system performance and efficiency. Reviews existing systems for stability, interoperability, portability, security, and scalability, and makes recommendations for improvements. Utilizes routine techniques and strategies in optimizing technologies. Provides technical consultation and guidance on matters related to the optimization of deployed technologies. Assesses whether solutions meet the technical standards and strategic direction of the agency. Makes recommendations regarding amending existing systems or replacing them. Makes recommendations for consolidating systems into common solutions.

    Serves as a senior expert and consultant to management on design, and development for software solutions. Trains and mentors staff in the use of design and development tools.

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
