JOB SUMMARY:      This position is located in an information management organization, Joint Forces Headquarters, Indiana.

The purpose of the position is to perform studies of new or modified computer applications, develop a plan to accomplish the needed work and to perform the required programming work.

This job announcement is for employment as an Indiana Army National Guard Technician; a Federal Civil Service position.  This is a dual-status technician job whereby you are required to maintain active membership in a National Guard unit and are required to wear the military uniform at the workplace.  As members of a unit of the Indiana National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year.  Indiana Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

APPOINTMENT FACTORS:  This position is a Permanent Excepted Service position.

MILITARY RANK REQUIREMENTS:   E-5 thru E-9, WO1 thru CW4, and O-1 thru O-4

MILITARY SPECIALITY REQUIREMENTS:  Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible MOS in a compatible unit for the technician position advertised.

Compatible Military Assignments: Enlisted: 25B, 25U, 25Z; Warrant Officer:  255A, 255N, 255S; Officer:  25, 53

As an IT Specialist (APPSW) with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:

  • Reviews and analyzes the business practices of serviced organizations to determine those practices that could be significantly enhanced by the modification of existing or the development of new automated systems.  
  • Receives and evaluates requests for data processing projects.  Requests are normally general in nature without specific information on input/output data and hardware instructions.  Conducts studies concerning the feasibility of proposed new systems development projects.  Determines time and cost savings, man-hour and material requirements, hardware capabilities, and overall impact on resources.  Advises on the best methods to accomplish the project.
  • Works closely with customers to determine required functional requirements and to translate functional requirements into design specifications.
  • Recommends improvements to current applications.  Reviews and analyzes current systems.  With approval, completes modifications and improvements to provide better service and more efficient utilization of personnel and equipment.  Proposes needed re-design studies.  Develops reports on the status projects.
  • Integrates multiple operating systems and coordinates between functional areas that necessitates unusual coordination and organization requirements.
  • Designs the program structure of files and records and determines detailed sequences of action in program logic.  Codes, tests, debugs, and documents programs. 
  • Responds to problems by diagnosing and correcting errors in logic and coding.  Writes and maintains application operation instructions for assigned programs.
  • Develops reports on the status of projects for those assigned. 
  • Performs other duties as assigned.
  • Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORl/UCI/MEI/OCl/I G, etc.), mobility exercise, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

In order to meet the Minimum Qualifications for this IT Specialist (APPSW) position at the GS-11 grade level, you must have at least 36 months of:

    • general experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. 
    • specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.  Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.  Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.   Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. 
    •  Knowledge, Skills and Abilities that will be evaluated for this position include:
    • Knowledge of overall systems software methods for integrating and optimizing components within the assigned area of responsibility. 
    • Knowledge of applications software development concepts and techniques sufficient to applying computer assisted software engineering (CASE) tools to the design and development process. 
    • Knowledge of computer equipment and assigned application software tools to provide guidance to less experienced co-workers in resolving programming problems.
    • Knowledge of current state-of-the-art system software technology and related computer equipment sufficient to design, evaluate code, test, and debug large and complex programs. 
    • Knowledge of requirement analysis methods to develop systems modifications and knowledge of pertinent government regulations.
    • Ability to design, test and debug large complex programs
    • Knowledge of .net 3.0, HTML, and Java languages.
    • Working knowledge of programs such as Visual Studio 2010 and SharPoint 2010.


Educational Requirements and/or Substitution of Education for Experience:  At the GS-11 level, an applicant may substitute the 36 months of experience for a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.  

Major study must be in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.

A criminal history check will be completed on all selectees before hire date.  

Permanent Change of Station (PCS) funds are not available for this position.

ENLISTMENT CASH BONUSES:   Acceptance of technician position may affect any bonus and/or educational assistance that may be payable.  

WORKING CONDITIONS:  The work is performed in a typical office setting.  Special safety precautions are not required.

PHYSICAL EFFORT: The work is sedentary.  No special physical demands are required to perform the work.
