PLEASE NOTE: There are three (3) positions:

·         One position is a permanent, full-time appointment position

·         Two (2) positions are Term appointment positions

NOTE: There are two TERM appointments (not-to-exceed 2 years). A term appointment is a non-permanent appointment expected to last longer than one year, and can be extended non-competitively for a maximum of four years. Typically, the employing agency hires the term appointee for work of a specific project.  Term appointments are non-status, and nonpermanent appointments. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage.

These positions are located in the Prosthetic-Orthotic Laboratory, within the Prosthetic & Sensory Aids Department, at the Louis Stokes Cleveland VHA, Cleveland, OH. The personnel in the Lab design, fabricate, repair, modify and fit a wide range of custom, non-custom prosthetic-orthotic devices prescribed by physicians. This position has a high degree of visibility throughout the medical center and the general public as a result of direct patient care contact with the veteran population, many of whom are severely disabled. You should be highly motivated to seek ways to expedite patient processing, accomplish the VA’s mission, and adapt to the ever-changing world of health-care. You duties will include:

·         Under the guidance of the prosthetic/orthotist, fitting clients with devices prescribed by physicians;

·         Measuring, fitting and repairing appliances, such as corsets, belts, trusses, orthopedic shoes, or simple braces;

·         Interpreting physician prescriptions;

·         Measuring and fitting appliances to clients with a variety of conditions that often require adapting standard techniques;

·         Assisting in the assembly of components for custom orthotic/prosthetic devices.

DESIGNATED DRUG-TESTING POSITON: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test results is received.

Possess one (1) year of specialized experience at least to the next lower grade level in the Federal service. Specialized experience includes: measuring clients for prosthetic/orthotic devices prescribed by clinical personnel; measure appliances for clients with a variety of conditions, interpret prescriptions for prosthetic/orthotics devices; provide patient education, fitting clients with prosthetic/orthotic devices; fabricate casts, slings, braces and slings; repair prosthetic/orthotic appliances; verify patient eligibility and entitlement for appliances and services; entering data into database, closing orthotic work orders, and charting electronic consult/progress notes; assist in assembly of components for custom.

OR

Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. (COPY OF TRANSCRIPTS ARE REQUIRED)

OR

Possess the appropriate combination of graduate education and specialized experience, as described above. (COPY OF TRANSCRIPTS ARE REQUIRED)

PHYSICAL REQUIREMENT:

Duties for this position require extensive periods of standing and walking. Duties also require regular and recurring bending, lifting, stooping, stretching, pushing, reaching, and carrying supplies and similar activities. The position requires the incumbent to be able to lift. Occasionally it may be necessary to lift supplies and objects weighing as much as 50 pounds, and also requires the use of proper body mechanics. The incumbent must be able to work in stressful situations. The Lab is busy with patients, phones ringing and sometimes with very irate patients who need to be subdued.

The work involves moderate risks or discomforts that require special safety precautions. Incumbent will be working around machinery, irritant chemicals and exposed to patients who may be contagious. Incumbent is required to utilize standard precautions and personal protective equipment when at risk. Incumbent is required to observe normal safety practices with equipment, avoidance of trip and falls, and adherence to fire regulations.

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
