This position is that of a Contract Officer's Representative (COR) delegated by the Contracting Officer to assist in the technical monitoring and administration of tasks awarded against multi-million dollar administrative and technical support service contracts.

 

***THIS POSITION'S SALARY IS CAPPED AT THE GS-13, STEP 10 LEVEL***

Your duties as the Technical Specialist will include, but is not limited to the following:

·         Serve as Contracting Officer’s Representative;

·         Monitor work performance provided by commercial vendors as outlined in contracts;

·         Assess contractor delivered products and services for conformance to contract requirements;

·         Establish performance measures for contract and measure contractor performance against baseline;

·         Work with contracting officer to provide continuous savings over the life of a contract.

FOR NT-04:  Your resume must demonstrate specialized experience at or equivalent to the NT-03 pay band, (GS-09/10) in the Federal service or equivalent experience in the private or public sector performing procurement duties. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:

·         Procuring supplies or services in accordance with acquisition procedures;

·         Preparing documents for awarding contracts;

·         Reviewing and applying acquisition regulations and laws;

·         Monitoring contractor performance to ensure compliance with contract terms;

·         Providing guidance to internal customers concerning a variety of contract performance inquiries.

 

 

*******Education may be substituted for specialized experience as follows:

 

Successful completion of a Ph.D. or equivalent doctoral degree.
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
A combination of experience and graduate education as described above.

 

FOR NT-05: Your resume must demonstrate specialized experience at or equivalent to the NT-04 pay band, (GS-11/12) in the Federal service or equivalent experience in the private or public sector performing contract administration and procurement duties. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of qualifying experience include:

·         Analyze and develop (write) technical work package documentation;

·         Reviewing proposed contractual actions for conformance with regulatory requirements and procurement practices;

·         Reviewing and applying acquisition regulations and laws;

·         Monitoring contractor performance to ensure compliance with contract terms;

·         Providing guidance to internal customers concerning a variety of contract performance inquiries; 

·         Serving as Contracting Officer Representative (COR), in accordance with NAVSEA 4200.17d series.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional training, experience and possibly education.   Applicants should meet the DAWIA Certification requirements for the Business-Financial Management Category (K)Career Field and be certified at Level II at the time of application.   If you possess DAWIA Certification, please indicate your Career Field and Certification Level information in your resume.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement.
