Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Army National Guard Membership.

Job Summary: This position is located in the ARNG HQ, State Army Command (STARC), Logistics Management Office, Director of Logistics (DOL).  Its purpose is to provide logistics guidance and support to units, organizations and activities through the management of logistics activities.  Incumbent of this position is responsible to provide supervision for Plans and Policy, Food Service, Defense Movement, Combat Service Support Automation, Command Property Management, Logistics Financial Management and Supply and Services.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Supervisory Logistics Management Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

KEY REQUIREMENTS

  • Must be a current U.S. Citizen.
  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.
  • Direct Deposit Banking is Mandatory.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Directs the development of the logistics support plan and guidance for units, organizations and activities in support of federal and state missions to integrate the following command logistic functions: plans, operations, policies, combat service support automation, equipment on hand readiness, command property management, command supply discipline program, supply excellence program, Connelly Food Service Award Program, DoD National Transportation Association Award Program, food service and logistics resource management.
  • Evaluates logistics data and requirements from STARC staff, units, USPFO, NGB and other organizations to direct development and implementation of logistic support plans, policies, operations and other actions to support federal and state missions.
  • Directs the establishment of the logistics operations cell to support the STARC Emergency Operations Center for federal and state missions.
  • Performs a full range of supervisory functions.
  • Ensures a safe working environment for all employees in accordance with current safety and OSHA requirements and directives.
  • Performs other duties as assigned.

General Experience:  Applicant must have experience involving judgment and/or analytical ability in the logistics field and experience using computer and automation systems. 

Specialized Experience: Applicant must have at least 36 months specialized experience identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Applicant must have experience in managing the function of the work to be performed or experience which includes leading, directing and assigning work of personnel.

Knowledge, Skills and Abilities (KSAs):   Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of a broad range of supply program relationships of significant depth in supply management.
  • Knowledge of specialized methods and techniques to analyze and evaluate effectiveness and efficiency of supply programs and operations.
  • Ability to analyze independently.
  • Ability to resolve difficult issues and problems, to include supply processes, work methods, supply data management and
    operational procedures.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment.

National Guard Compatibility:  Once an applicant is selected and prior to being placed in the technician position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Officer in OBR: 88, 90A, 91, 92; OAOC: 15D, 92A. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
