Position Location: JFHQ-J6/DOIM, CNGC, Marietta, GA.

Permanent Change of Station (PCS): PCS is not authorized.

Relocation Incentive: Relocation Incentive  is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent, dual-status position which requires Georgia Army or Air National Guard Membership.

Job Summary: This position is located in an information management organization.  The purpose of this position is to function as a technical specialist on issues relating to the wide area network (WAN) and local area network (LAN) systems and their integration in the network.  The work involves network administration, optimization and performance in support of the supports the state’s wide area command and control integrated network.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army or Air National Guard Officer/Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG/AFR regulations, incumbent performs duties necessary to accomplish military IT Specialist (Network) functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army or Air National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army or Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

  • Under 5 USC 2108 & 5 CFR 211, Veteran's Preference criteria does not apply.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Performs a variety of network device configuration and connectivity tasks.
  • Executes procedures and coordinates corrective action to optimize network performance. 
  • Implements the standard configuration software loads for all network devices. 
  • Uses remote management software tools to maintain and update configuration, protocol and user/system files.
  • Documents and tracks change to configuration, protocol and user/system files.
  • Executes appropriate action to ensure backup processes are completed.
  • Evaluates the performance of network devices such as servers, workstations, and peripheral devices, and remote access systems.
  • Coordinates the development and implementation of configuration management plans for complex LANs and WANs with supported elements to include headquarters staff elements, tenant activities, state government, regional operating activities and national agencies.
  • Implements plans and procedures for remote installation of applications and upgrades using state of the art software distribution methods.
  • Monitors distribution of applications and upgrades ensuring compliance with regulations and copyright laws.
  • Implements procedures to ensure accurate records of authorized users of distributed software are maintained.
  • Implements the standard operating procedures for all devices on the network.
  • Reviews and evaluates proposed software. 
  • Analyzes equipment and software reliability and utilization reports to identify and define problem areas and to establish end-to-end systems performance levels.
  • Performs other duties as assigned.

General Experience:  Must have experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Specialized Experience:  Must have a minimum of 36 months specialized experience that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.  Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.  Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.   Experience preparing documentation on cost/benefit studies where it involved summarizing the material and organizing it in a logical fashion.

Knowledge, Skills and Abilities (KSAs):   Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of, and skill in applying network design principles and concepts, network architecture principles and concepts, network protocols, remote access technology concepts, network operation and maintenance concepts and methods, network management tools, configuration management concepts and practices, network topology concepts, LAN/WAN principles and methods, network optimization techniques and acquisition management policies.
  • Skill in configuring hubs and switches, monitoring network performance, performing network diagnostics, analyzing network traffic patterns and installing network software fixes and upgrades.
  • Skill in establishing connectivity between remote sites, creating network maps, troubleshooting network problems (outages) and implementing configuration management plans for complex LANs and WANs.


Other Requirements: Applicants must possess a security clearance (Secret or Top Secret) or be able to obtain one within one year of appointment.

National Guard Compatibility:  Once an applicant is selected and prior to being placed in the technician position, the selectee must be assigned to a compatible unit in the Georgia Army National Guard as an   Officer/Warrant Officer/Enlisted member in OBR: 25; OAOC: 53; WMOS: 250N, 251A or 254A; MOS: 25B/U/Y/Z, AFSC: 33XX, 3D0X2, or 3D0X1.  Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/AFR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
